How a Unified Dispatch Center Helps Muscovites Solve Everyday Issues

The Unified Dispatch Center (UDC) helps city residents daily to solve a wide range of household issues—from plumbing and intercom repairs to consultations on housing and communal services (HCS). Over the entire period of its operation, the UDC has received more than 60 million requests from Muscovites.

“More than a thousand dispatch services are connected to the Unified Dispatch Center (EDC), and residents can submit requests to fix 280 types of malfunctions in an apartment, entrance, or yard. At the same time, about 80 percent of requests are processed on the day they are received. Residents can leave a request at the EDC at any time in a way convenient for them: online on the mos.ru portal, on the ‘Electronic Home’ platform, or in city mobile applications, as well as by calling the hotline,” the capital’s officials said.

The unified dispatch center was established in May 2016. Initially, it was intended to support dispatch and emergency services and to consolidate all citizen requests related to housing and communal services. Gradually, the processes of receiving and processing requests were transferred to electronic format: it became possible to systematize requests, organize their routing, and monitor execution.

The 24-hour hotline at +7 495 539-53-53 remains the most popular channel of communication with the Unified Dispatch Center (EDC). Operators are assisted in their work by an artificial intelligence-based virtual assistant. It handles up to 50 percent of inquiries, with an average conversation duration of no more than two minutes. If the situation requires a specialist’s involvement, the voice assistant transfers the call to a center employee. After registration in the system, the request is promptly forwarded for execution to the combined dispatch services or the management company.

More and more residents of the capital are solving everyday issues using the service “Call a Technician” on the mos.ru portal. Thus, in the first half of 2026, Muscovites used it more than 400 thousand times — which is 75 percent more than during the same period last year.

To submit a request, you need to select the category “Housing, real estate, land” in the portal’s service catalog, then the subsection “Housing and communal services, housing maintenance” and open the service “Call a technician (submit an application to the unified dispatch center)”. Each request is assigned a unique number, and its status can be tracked in the personal account on mos.ru. The service allows you to submit a request not only for yourself but also for another person — for example, a relative, by providing their contact details in the application. If the dispatcher needs additional information, they will contact the specified person by phone.

Use service Residents of houses whose management companies are connected to the EDTS can do so. If it is not possible to submit an application for a specific address, the system will suggest contacting the organization directly and will display its contacts.

You can also submit a request to the EDC through city mobile applications “Moscow Public Services” (category “Unified Dispatch Center” in the “Services” tab), “My Moscow” (through the service catalog in the “Services” tab) and “Electronic House Moscow” (in the “Applications” section on the main screen).
