Experts from the United Nations (UN), during the first UN Global Dialogue on Artificial Intelligence Governance and the “AI for Good” summit in Geneva, awarded a Moscow project for early detection of cardiovascular disease risk based on generative AI. They highly praised the capital’s experience in implementing technologies in the medical field and expressed readiness to cooperate. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development.
“Today, Moscow medicine is a world-class system where advanced digital technologies have already become part of the daily work of doctors. We are not simply implementing individual artificial intelligence-based solutions; we are building a comprehensive system — from the development of technologies and their application in real clinical practice to continuous monitoring of effectiveness. And the results of this work are being recognized at the largest international platforms. In Geneva, Moscow presented its experience in developing digital healthcare and applying artificial intelligence. UN experts awarded a Moscow development for the early detection of cardiovascular risks using artificial intelligence,” said Anastasia Rakova.
The neural network was trained on anonymized data from patients who had suffered heart attacks and strokes. It is capable of automatically identifying people with a high likelihood of developing these conditions within the next two years. Based on this, a continuously updated registry has been created, including about 100,000 people, with a monthly increase of approximately five thousand patients.
The system comprehensively analyzes each patient’s medical data, assessing the completeness of examinations, quality of therapy, and current health status. Based on this information, a personal alert sheet is automatically generated in the Unified Medical Information and Analytical System (EMIAS) for the district doctor, containing information about identified risks as well as recommendations for treatment adjustment and monitoring. These prompts are updated with each new appointment, emergency call, or patient hospitalization. The solution has been operational in all adult clinics in Moscow since 2025.
Anastasia Rakova added that during the trip the Moscow Government delegation met with representatives of the World Health Organization. WHO experts were shown the development experience of EMIAS, the “MosMedII” platform, and technologies computer vision and generative artificial intelligence, as well as Moscow’s approaches to evaluating and monitoring the quality of medical AI systems. In particular, specialists from the Center for Diagnostics and Telemedicine have developed a maturity matrix for AI services. This tool allows for assessing the performance of artificial intelligence technologies based on clinical and technical parameters, comparing solutions with each other, and tracking the dynamics of their quality.
“Following the meeting, WHO representatives proposed considering the inclusion of the Moscow Center for Diagnostics and Telemedicine in an international consortium that brings together about 20 universities and research organizations, as well as involving metropolitan experts in the work of an organization specializing in computer vision. This field has been developing in Moscow for more than six years, and more than 70 AI computer vision services already assist doctors in analyzing radiological studies, such as CT, MRI, and X-rays. WHO experts also highly appreciated the metropolitan approach to assessing and monitoring medical AI and expressed interest in further cooperation with our specialists,” Anastasia Rakova said.
In addition, during the meeting at the WHO headquarters, agreements were reached on the certification of Moscow clinics according to the HIMSS system. This standard allows for assessing the level of digital maturity of medical institutions and the effectiveness of integrating digital tools into clinical practice. The highest score according to this standard is given to the most advanced medical organizations in the world.
Moscow has been engaged in the digitalization of the healthcare system for over 10 years. The foundation of this process has been a unified digital platform, which is being developed jointly by the Moscow social development complex and the capital city. Department of Information Technology. It allows for personalized management of each patient at all stages — from diagnosis and treatment to subsequent follow-up.
