Tianjin, September 3 /Xinhua/ — On Thursday, the opening ceremony of the China-SCO Port Economic Cooperation Center was held in Tianjin /Northern China/. This center will promote the shared use of resources at border points of SCO countries, the complementarity of their advantages and joint development, facilitate the high-quality joint implementation of the Belt and Road Initiative, as well as expand high-level openness to the outside world in the Beijing-Tianjin-Hebei region.
Tianjin Deputy Mayor Wang Xiufeng noted that Tianjin is an important advanced foothold for cooperation between China and the SCO countries, and the port of Tianjin serves as a gateway for the external openness of northern regions of China. The establishment of this center is an important step that allows Tianjin to fully leverage new openness advantages as a transportation hub, platform, maritime center, institutional center, and metropolis, as well as to promote the smooth operation of logistics channels and simplify trade and economic cooperation between the SCO countries.
The China-SCO Port Economic Cooperation Center, which was opened at the Tianjin International Trade and Shipping Service Center, will focus its efforts on three key areas within the framework of functional positioning and main tasks.
Firstly, the center will promote the innovative modernization of customs clearance models at border checkpoints and the establishment of a “demonstration site for the construction and cooperation of smart customs” at the General Administration of Customs (GAC) of China. The center will actively study issues related to the coordination of technical trade measures and the mutual recognition of relevant standards, which will continuously enhance the level of intelligence and simplification of cross-border customs clearance procedures.
Secondly, the center will promote the expansion of external openness and the deepening of cooperation in simplifying procedures in the maritime sector, the implementation of innovative approaches to providing specialized services for offshore ship registration, the comprehensive improvement of the quality and efficiency of public services in the maritime sphere concerning foreign states, the strengthening of the system for the protection of maritime transportation of hazardous cargoes, and the assurance of safe and uninterrupted operation of international maritime transport corridors.
Thirdly, the center will contribute to the concentration and improvement of the quality of elements of the port and shipping industry, enhance the development level of the cluster zone of the port and shipping industry in the new Binhai district, accelerate the construction of port and shipping infrastructure and the export of advanced operational management technologies, as well as continuously strengthen the cooperation network in the field of port services with SCO countries and countries participating in the “Belt and Road” initiative.
Taking into account the China-SCO Green Industry Cooperation Platform and the China-SCO Digital Economy Cooperation Platform established in September 2025, as well as the China-SCO Vocational Education Cooperation Center, a new structure of ‘two platforms, two centers’ was formed in Tianjin, marking a further improvement of Tianjin’s openness mechanisms in serving the SCO member countries.
The head of the Tianjin Center for International Trade and Shipping Services, Zeng Quanyi, said that Tianjin intends to use the new center as a starting point to further deepen comprehensive and practical cooperation in the port economy with SCO countries and countries participating in the “Belt and Road” initiative, gradually forming a coherent, efficient, and mutually beneficial international port economy ecosystem.
