Deputy Prime Minister Marat Khusnullin made working visits to two regions – Voronezh and Belgorod Oblasts, where he held meetings with the regional leadership.

“With Acting Governor Alexander Mikhailovich Shuvaev and his government team, I held a meeting where we thoroughly worked out preparations for the heating season in the Belgorod region. The region is border-adjacent, and the situation there is complex, but this is a key issue both in terms of major energy and overall utilities. More than 3.2 billion rubles have been allocated from the federal budget to ensure the stability of the fuel and energy complex; the task is to organize all the work. As of today, 80% of apartment buildings and 70% of social and cultural facilities are ready for the heating season. I also inspected a number of critical infrastructure facilities. We discussed the socio-economic development of the Belgorod region. Key points: since 2020, 5.8 million square meters of housing have been introduced; by the end of the year, they plan to complete construction of 200 thousand square meters of apartment buildings. Ten agreements on comprehensive development of territories have been concluded with a total urban potential of 2 million square meters. Regarding roads, 165 kilometers are planned to be repaired. The Deputy Prime Minister reminded that at the federal level, the border regions receive comprehensive support.

“Recently, the Government expanded the free economic zone regime to cover all their territories. This mechanism has already proven its effectiveness in Donbass and Novorossiya for more than three years; it is necessary for it to operate at full capacity here as well,” added Marat Khusnullin.

Another region visited during the vice-premier’s working trip was the Voronezh region.

“Discussed infrastructure issues and projects implemented under the national project ‘Infrastructure for Life’ with Governor Alexander Viktorovich Gusev. Primarily, we thoroughly reviewed housing construction. The governor reported that since 2020, over 12 million square meters of housing have been commissioned in the region, and by the end of this year, the delivery of about 1.8 million more square meters is forecasted, which meets the annual demand and residents’ needs. When constructing residential areas in the region, significant emphasis is placed on accompanying social infrastructure. Last year, 22 new facilities were opened: schools, kindergartens, healthcare, cultural, and sports institutions, and 157 underwent major repairs. This year, construction and repair work is underway at 165 social facilities. Nearly 80 hectares of land in the region have been designated for applying the comprehensive territorial development mechanism: 8 agreements on comprehensive territorial development have been signed, with a total urban development potential of almost 1 million square meters. These include the design, construction, or reconstruction of educational institutions, including through non-budgetary sources.”For example, in the Solnechny Quarter area, one of these projects is being implemented, where the developer relocated residents of 14 houses and plans to commission new residential complexes and, importantly for young families, a kindergarten by the end of 2029,” said the Deputy Prime Minister.

Marat Khusnullin also specified that topics of road construction and work within the framework of patronage assistance from the Voronezh Region to the Luhansk People’s Republic were raised.

“On one of the most popular highways heading south of Russia, which turned 70 years old just in time for Builder’s Day, the M-4 ‘Don’ route, road workers are carrying out preparatory activities for the major overhaul of a 10-kilometer section. In Voronezh itself, the final stage of reconstructing a six-lane interchange, the largest transport hub on the left bank of the city that connects individual neighborhoods to the city center, is being completed. The Voronezh region is developing itself and helping two municipal districts of the LPR, which I visited recently. Since 2022, residents of Voronezh have restored 188 facilities for the residents of the republic,” said the Deputy Chairman of the Government.
