Financial news: Regions of the Far East are preparing five new issues of municipal bonds on Finuslugi

The regions of the Far Eastern Federal District (FEFD) and the Arctic plan to place five issues of popular bonds on the Finuslugi marketplace of the Moscow Exchange by the end of 2026.

The Amur Region and the Chukotka Autonomous Okrug are working on the reissuance of securities. At the same time, municipal entities are preparing for debut issues: Komsomolsk-on-Amur, Petropavlovsk-Kamchatsky, and Khabarovsk.

The total amount of placements will be about 760 million rubles. The funds raised will go towards implementing projects outlined in the master plans for the development of Far Eastern and Arctic cities.

The cooperation agreement on the issuance of regional bonds by the Far East and Arctic regions was signed by the Moscow Exchange and the Ministry for the Development of the Russian Far East in 2025 on the sidelines of the Eastern Economic Forum. Previously, under this agreement, bonds were placed on the Finuslugi marketplace by the Amur Region, the city of Yakutsk, and the Chukotka Autonomous Okrug.

“Thanks to the successful cooperation between the Moscow Exchange and the Ministry for the Development of the Russian Far East, people’s bonds have proven their effectiveness as a tool for attracting investments in projects that contribute to infrastructure development and improving the quality of life in the Far East. We continue to observe growing interest in them both from citizens and authorities: in 2025, three issues from the regions of the Far Eastern Federal District were purchased by residents of 83 subjects of the Russian Federation, becoming co-investors in socially significant projects. Following the goal of increasing financial literacy and well-being of Russians, the Moscow Exchange and the Finuslugi marketplace team will continue active work to develop and popularize people’s bonds among the population.”

“People’s bonds are becoming an additional tool that allows directly linking the interests of residents with the development of territories. For regions, this is an opportunity to attract citizens’ funds to implement specific master plan projects, and for people — to understand where their investments are directed and what results they help create. It is important that this mechanism is gradually moving beyond individual pilot issuances: new cities and regions in the Far East and the Arctic are joining it. We expect that expanding the practice of people’s bonds will attract additional resources for the implementation of city development projects and simultaneously increase residents’ involvement in transforming territories.”

About government bonds
The possibility to purchase people’s bonds appeared on Finuslugi in 2021. The feature of these bonds is that they can only be purchased by individuals — they are not traded on the exchange and do not have a secondary market. To buy people’s bonds on Finuslugi, a brokerage account is not required: all transactions take place directly between the individual and the issuer. It is enough to register in the personal account or mobile application of Finuslugi.
