The family support system in Moscow today is a set of measures that help create comfortable conditions for the entire family and assist city residents in coping with various life situations. They cover different stages, starting from the very birth of a child. And thanks to the digitalization of processes, assistance has become more prompt and accessible.
Childbirth
At the birth of a baby, parents receive a gift box called “Our Treasure.” The set includes 50 universal items suitable for both boys and girls. These include a mattress, blanket, diapers, rompers, a swim towel with a mitten, diapers, crawlers, bodysuits, an electronic thermometer, and much more. At the same time, the family has the option to choose a cash compensation of 20,000 rubles instead of the gift, to purchase items and care products for the newborn.
In addition, parents who have had a baby receive a one-time payment to cover expenses related to the birth (adoption) of the child: 8,157 rubles for the birth of the first child, and 21,498 rubles for the second and subsequent children. If three or more babies are born into the family at the same time, an additional compensation of 74,121 rubles is paid to the family. In addition, support is provided for young parents — up to 36 years old. When registering a child from birth at their place of residence in Moscow, they can receive an additional one-time payment benefit — 126,710 rubles for the birth of the first child, 177,394 rubles for the second child, and 253,420 rubles for the birth of the third.
A low-income family has the right to apply for monthly benefits in connection with the birth and upbringing of a child aged from zero to 18 years. Depending on the life situation, payments for children are provided in the amount of 50, 75, or 100 percent of the subsistence minimum (from 10,952 to 21,903 rubles per month).
When assigning an additional one-time allowance, the family’s income level and property status are taken into account. To receive a monthly allowance, in addition to income and property, the amounts of money credited to the accounts of all family members in credit institutions are also assessed. Children from families of participants in the special military operation are granted both payments without assessing need criteria.
Support for large families
Another category that receives multi-level support from the city is large families. In Moscow, their number has almost quadrupled over the past 15 years and currently exceeds 250 thousand, with nearly 640 thousand children being raised in them.
There are also monthly payments provided for large families:
— compensatory payment for each child to compensate for the increased cost of living, 1782 rubles per month for families with three and four children, 2226 rubles per month for those with five or more;
— compensation payment for reimbursement of expenses for payment of residential premises and utility services to large families in the amount of 1,550 rubles per month for families with three or four children, 3,098 rubles per month for those with five or more;
— compensatory payment for the use of the phone by a large family in the amount of 292 rubles;
— compensation payment for compensating the increase in food prices to certain categories of families with children under three years old in the amount of 1004 rubles.
In addition, large families have benefits for payment of housing and communal services and capital repairs. Children from such families receive free meals in schools and kindergartens, can ride public transport for free, and parents — park for free a car in the city.
The city supports large families in preparing for the new school year. For each child aged six to eighteen, as well as for children over eighteen provided they are enrolled in school, parents receive payment for the purchase of a set of school uniforms. In 2026, its amount is 14,827 rubles per child.
Families raising five or more children receive an additional monthly compensation of 2,672 rubles for the purchase of children’s goods. For families with 10 or more children, a monthly compensation payment of 2,226 rubles is provided for each minor child (up to 23 years old for full-time students), an annual compensation payment on International Family Day (May 15) of 29,651 rubles for all children, and on Knowledge Day, 44,473 rubles per family. If a mother of many children has already retired, she is entitled to a monthly compensation payment of 29,651 rubles.

It is also important that assistance is becoming more accessible: most payments and benefits can be arranged online. Our goal is for every family, including large families, to feel: the city is nearby, the city helps, the city creates conditions for children to grow up healthy, educated, happy, and for parents to be able to spend more time with them without being distracted by solving everyday difficulties. And we will continue to develop this system, listening to the requests of the families themselves,” noted Natalia Karpovich, head of the regional public organization “Union of Large Families of the City of Moscow.”
How to get benefits
Today, it is possible to obtain preferential status as a large family without leaving home. To do this, it is enough to submit an application on the mos.ru portal. If the family has a third child, and the older children have not yet reached 18 years of age (or 23 years if studying full-time), the family will be assigned the corresponding status and issued a digital ID with a QR code. It will automatically appear in the personal account on mos.ru. It can be used in the mobile application “My id” or downloaded as a PDF file. A paper certificate is also available — to obtain it, it is enough to contact public service centers “My Documents.”
In Moscow, the Social Treasury has been operating for over two years — the first unified center in the country for providing social support measures. Specialists make decisions on granting more than 100 types of benefits, allowances, and payments. Muscovites can receive remote consultations from specialists through the “From Home” service in just 15 minutes. It operates daily from 08:00 to 20:00.
