Starting from September 1, 2026, the procedure for migration registration will change in Moscow and the Moscow region for certain foreign citizens. Adult students from countries with visa-free entry will need to use the mobile application “Amina.”
The new procedure applies to foreign citizens aged 18 and over from the following countries:
- Azerbaijan;
- Armenia;
- Georgia;
- Kazakhstan;
- Kyrgyzstan;
- Moldova;
- Tajikistan;
- Uzbekistan;
- Ukraine.
Previously, the application was mainly used by foreign citizens who came to Russia for employment purposes. Starting from September 1, its use also becomes mandatory for adult foreign students from the specified countries and family members of workers from EAEU states.
What students need to do
If you are already registered for migration accounting and your registration was issued before September 1, 2026, it will remain valid until the specified expiration date. Meanwhile, it is necessary to download and install the “Amina” application.
For students with a valid paper registration, it is especially important to meet the deadlines. If they do not install the application and submit the request 30 working days before the expiration date of the documents, it will be impossible to extend the migration registration through the university.
At the same time, the requirement to extend the period of stay remains — the migration card must be extended 20 calendar days before its expiration date.
If you enter Russia after September 1, 2026, you must register in the “Amina” app within 30 days.
Violation of the established procedure may result in the inclusion of a foreign citizen in the Register of Controlled Persons of the Ministry of Internal Affairs of Russia and the application of measures provided for by the legislation of the Russian Federation, including Article 18.8 of the Code of Administrative Offenses of the Russian Federation.
For whom the procedure does not change
The new requirements do not apply to:
- underage foreign citizens;
- foreign citizens who have obtained a temporary residence permit;
- foreign citizens holding a residence permit.
What is needed to register in “Amin”
Before registration, it is necessary to obtain a Russian SIM card and undergo fingerprint registration, after which a Foreigner’s Card (KIG) is issued to the foreign citizen.
The “Amina” application can only be installed through the Russian app store RuStore. The application is available for Android devices. There is no official version for iPhone.
How to install and set up the application
Step 1. Install “Amina”
Open RuStore, enter “Amina” in the search bar, and click “Install”.
Step 2. Complete authorization
After launching the application, grant the necessary permissions: access to geolocation set to “Always”, camera, notifications, and files.
Click “Authorize” and give consent to the processing of personal data.
Then scan the QR code on the Foreigner’s Card. If the card is not available or an error occurs during scanning, passport details and date of birth can be entered manually.
After that, you need to take a selfie following the app’s instructions.
Step 3. Wait for data processing
The Ministry of Internal Affairs data verification may take up to 24 hours. After the registration is complete, the application will use geolocation data to confirm the actual location of the foreign citizen.
It is important to ensure that the app’s access to geolocation is not restricted by the smartphone’s power-saving settings.
