One of the effective tools for the qualitative renewal of urban development has become the mechanism of comprehensive territorial development. Its main goal is the transformation of settlements to create comfortable living conditions for people. For example, in the Northwestern Federal District, 160 comprehensive territorial development projects have been identified, of which 104 are in the implementation stage. This was reported by Deputy Prime Minister Marat Khusnullin.
“The main goal of our work is to create a comfortable environment for citizens to live in. The mechanism of comprehensive territory development gives regions the opportunity to address this task systematically, combining housing construction with the erection of all necessary social infrastructure. We consider comprehensive territory development as a strategic mechanism for renewing urban spaces, improving people’s quality of life, and stimulating the economy. Speaking of the Northwestern Federal District, 160 such territories have been identified, with an urban development potential of 24 million square meters, of which more than 18 million are housing. Currently, 104 projects of comprehensive territory development are in an active implementation phase. The total area of these territories is about 1,711 hectares, and the urban development potential is 11 million square meters, of which more than 7 million are residential space. So there is still a lot of work ahead, and we need to continue increasing the pace,” said Marat Khusnullin.
According to the Deputy Prime Minister, in the Northwestern Federal District, the leading positions in the number of implemented CRT projects are held by the Arkhangelsk Region – 34, Leningrad Region – 31, and Vologda Region – 11.
“The Ministry of Construction of Russia is carrying out consistent work aimed at making our cities modern, convenient, and comfortable for living. This is exactly the essence of the comprehensive territorial development program – to make the urban environment more modern and comfortable for residents. Within the framework of the CTR, tasks related to housing construction, resettlement from emergency housing stock, as well as the creation of engineering, transport, and social infrastructure are being addressed comprehensively. As of today, the volume of space commissioned under CTR projects in the Northwestern Federal District exceeds 258 thousand square meters, of which 249 thousand square meters is residential area,” noted the First Deputy Minister of Construction and Housing and Communal Services Alexander Lomakin.
Integrated territorial development also serves as an effective tool in addressing a socially significant task – the elimination of housing unfit for living.
“The FRT, as the operator of the emergency housing resettlement program, continues consistent work in this direction. For these purposes, costs are reimbursed to regions and developers to implement comprehensive territorial development projects. Currently, 460.6 thousand square meters have been resettled in 37 regions of Russia – 27,320 people have moved into new homes. This mechanism is also applied in several subjects of the Northwestern Federal District. These are Arkhangelsk Oblast, the Komi Republic, and the Republic of Karelia – a total of 174.82 thousand square meters of housing have been resettled there, and 9,700 people have received keys to new apartments. The reduction of emergency housing unfit for living continues,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
By the order of the President, KRT projects received federal funding for the first time last year. Participants in the program included 37 subjects of the Russian Federation, including the Pskov region. To stimulate housing construction, subsidies were allocated to regions for the creation of infrastructure. In 2025, the Pskov region received financial support for the construction of a gas boiler with a capacity of 12 MW, which has already been put into operation. In 2026, the region was granted a subsidy for the construction of a street within a residential complex.
Currently, in 81 regions of Russia, 1534 projects are in the active phase of CRT implementation on a territory of 30.9 thousand hectares. Their urban development potential is estimated at 227.8 million sq. m, of which 170.7 million sq. m is residential area. At the same time, a total of 2157 territories with a total area of 55.7 thousand hectares are in progress, with a combined urban development potential of 328.8 million sq. m, including 245.4 million sq. m of housing.
