Today, the system of secondary vocational education in Moscow is changing along with the labor market: new technologies and professions are emerging. Employers need certain competencies to meet modern requirements, so colleges are updating their approaches to training specialists.
The course for the modernization of the secondary vocational education system is enshrined in Moscow’s development strategy until 2030. One of the key objectives of the program is to help managers link the development of the institution with the demands of the industries. This is especially important amid the large-scale renovation of educational institution buildings. For instance, since 2023, about 1,500 new workshops and laboratories have been opened in the capital, and around 600 are planned to be modernized in 2026–2027. The new opportunities require well-considered management decisions — from choosing development directions and effectively using equipment to establishing cooperation with enterprises and creating conditions for teachers and students. The success of college modernization in training in-demand specialists depends on this.
“It is impossible to develop a modern college solely through new infrastructure and the organization of the educational process. Real changes primarily depend on people, so the leader’s task is to see the system as a whole, unite the team around common goals, listen to educators and support their professional growth, maintain a high standard of student preparation. At the same time, it is important to evaluate the result not by the number of implemented initiatives, but by how confidently graduates enter the profession, are able to handle work situations and meet current employer demands,” noted Anna Pechenaya, director of the Moscow Transport College.
Much depends on the willingness of the leader themselves to change. Irina Kuracheva, director of the Moscow Pedagogical College, noted that the training helped her take a systematic look at the team’s work and reconsider management approaches: to strengthen mentoring, emphasize employee autonomy, and analyze work situations. As a result, employees became more confident in making decisions and quicker at responding to new challenges in the education system.
The training of modern leaders is becoming an important part of the large-scale reform of the secondary vocational education system in Moscow.
