Decisions made at the Government meeting on August 20, 2026:
1. On the draft federal law “On Amendments to the Federal Law ‘On Limiting Greenhouse Gas Emissions'”
The draft federal law introduces amendments regarding the definition of the concept of verification of information on greenhouse gas emissions, as well as the definition of requirements for the legal entity that will carry out the verification of this information.
Government Decision:
Approve the draft federal law “On Amendments to the Federal Law ‘On the Limitation of Greenhouse Gas Emissions'” and submit it to the State Duma in the prescribed manner.
2. On an amendment to the Decree of the Government of the Russian Federation dated June 5, 2008 No. 437 (in terms of amending the Regulation on the Ministry of Economic Development of the Russian Federation)
The draft resolution is aimed at regulating the procedure for maintaining the register of tourist industry facilities.
Government Decision:
To adopt the draft resolution of the Government of the Russian Federation on this matter.
3. On the allocation to the Ministry of Construction of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for providing subsidies to the budgets of the Luhansk People’s Republic and the Kherson region to support measures ensuring the balanced budgets of the subjects of the Russian Federation
The draft order provides for the financial support of expenses to compensate utility service providers in the fields of heat supply, water supply, and wastewater disposal for lost income, and/or to reimburse actual expenses incurred for these purposes for 2025–2026.
Government decision:
Approve the allocation to the Ministry of Construction of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations in the amount of 4,138,948 thousand rubles for providing subsidies to the budgets of the Luhansk People’s Republic and the Kherson region to support measures ensuring the balanced budgets of the subjects of the Russian Federation, with regard to the financial provision of expenses for compensating lost income to suppliers of utility services in the fields of heat supply, water supply, and wastewater disposal and/or reimbursement of the actually incurred stated expenses for 2025–2026.
4. On the allocation to the Ministry of Construction of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for providing a subsidy to the public joint-stock company “DOM.RF” in the form of a contribution to the property that does not increase its authorized capital, for the purpose of reimbursing the costs of specialized project financing companies for payment of interest (coupon) income on bonds
Government Resolution:
To approve the draft order of the Government of the Russian Federation on this issue.
5. On the allocation to Rospotrebnadzor in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations within the framework of the complex of procedural measures “Ensuring the activities of the Federal Service for Supervision of Natural Resources and its subordinate institutions, departmental project “Improvement and modernization of the material and technical base”
The draft order has been prepared for the purpose of procuring goods, performing works, and providing services in the area of improving and updating the material and technical base of subordinate federal state budgetary institutions and maintaining the territorial bodies of Rosprirodnadzor.
Government Decision:
To adopt the draft order of the Government of the Russian Federation on this matter.
6. On making amendments to the distribution of subsidies to the budgets of the constituent entities of the Russian Federation for the renewal of public transport for 2026 and for the planned period of 2027 and 2028, approved by appendix 30 (table 219) to the Federal Law “On the Federal Budget for 2026 and for the planned period of 2027 and 2028”, in part concerning 2026
The allocated funds will be directed towards the purchase of public transport rolling stock in the regions.
Government Decision:
To adopt the draft order of the Government of the Russian Federation on this matter.
7. On the allocation to the Ministry of Industry and Trade of Russia in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations for the purchase in 2026 of ambulances of Russian manufacture
The draft order is aimed at updating the ambulance fleets in some regions of the Russian Federation.
Government Decision:
Approve the allocation to the Ministry of Industry and Trade of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budget appropriations in the amount of up to 1,029,196 thousand rubles for the purchase of domestically produced ambulances in 2026 in order to renew the ambulance vehicle fleets in the constituent entities of the Russian Federation.
