The official website has published the full business program of the XI Eastern Economic Forum with a list of speakers. VEF-2026 will take place September 1–4 in Vladivostok at the Far Eastern Federal University venue. The organizer is the Roscongress Foundation with support from the Government of Russia.
“We are working to make this forum, like the previous ones, one of the leading platforms for discussing current issues in the implementation of investment projects, strengthening international cooperation, improving people’s quality of life, and developing cultural and humanitarian ties. Decisions made at the Eastern Economic Forum have qualitatively transformed the Far East. Instruments such as advanced development territories and the free port of Vladivostok, granting the Far Eastern hectare in free ownership, concessional mortgages, and many others were launched. This forum will be no exception; it will allow us to discuss the implementation of all existing mechanisms and work out new options to stimulate the Far Eastern territories, enabling our country to become stronger,” said Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District, Chairman of the VEF Organizing Committee Yuri Trutnev.
The main theme of the Eastern Economic Forum 2026 is “The Far East – Development for the Benefit of the People.” The program includes more than 70 sessions, divided into five thematic tracks: “Living and Working in the Far East,” “Mechanisms for Attracting Private Investment,” “The Far East – a Hub of International Cooperation,” “Technologies of Today and Tomorrow,” and “Logistics and Infrastructure for Economic Growth.”
“The world is in a perfect storm — the rules of the game that have been relevant for decades are ceasing to apply, and the familiar economic and geopolitical ties are being dismantled. New natural and artificial constraints regularly emerge, reducing global growth rates. Under these circumstances, Russia needs to find new opportunities for development. To fully realize these, it is necessary to develop strong ties, primarily in the Asia-Pacific region, where an economic hub influencing the global economy has been formed. The Eastern Economic Forum is a meeting place for Russia and the Asia-Pacific region, an important event that annually attracts politicians and entrepreneurs from around the world. The business program traditionally discusses topics that define tomorrow’s agenda. This year, particular attention is given to factors directly impacting the growth of people’s socio-economic well-being — technological development and the implementation of artificial intelligence, international cooperation, logistics and trade, the realization of investment projects, and other topics will be discussed by forum participants.””I am confident that the EEF will help develop new solutions and launch joint projects that will promote the sustainable development of the Far East and improve people’s quality of life,” emphasized Anton Kobyakov, advisor to the President of Russia and executive secretary of the EEF organizing committee.
Within the direction “Living and Working in the Far East,” issues related to the development of infrastructure, education, and the region’s human resources will be considered, along with other topics. Participants in the discussion will include the Minister for the Development of the Far East and the Arctic Alexey Chekunkov, Deputy Chairman of the State Duma Irina Yarovaya, State Secretary – Deputy Minister of Defense, Chairperson of the “Defenders of the Fatherland” Foundation Anna Tsivileva, Deputy Minister of Construction and Housing and Communal Services Nikita Stasishin, Head of the Federal Agency for Ethnic Affairs Igor Barinov, and other representatives of government bodies and the expert community.
The main topics of the “Mechanisms for Attracting Private Investment” block will be the development of preferential regimes and the stock market in the Far East, financing of infrastructure projects, and subsoil use. Participants in the discussions will include Mikhail Mamuta, Deputy Chairman and Board Member of the Central Bank; Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market; Alexey Moiseev, Deputy Minister of Finance; Ilya Shestakov, Head of the Federal Agency for Fishery; and others.
The events of the track “Far East – a hub of international cooperation” will focus on economic and technological cooperation between Russia and foreign countries. Among the participants are Deputy Prime Minister Alexey Overchuk, First Deputy Minister for the Development of the Far East and the Arctic Vitaly Altabaev, Chairman of PJSC PSB Bank Pyotr Fradkov, the senior Russian official in the Arctic Council, Director of the Department of European Issues at the Ministry of Foreign Affairs Vladislav Maslennikov, Chairman of the Board of Directors of Sinopec Hou Qijun, CEO of HX Energy Labs, founder of Eurasia Industries Group Olivier Lenoisier, and others.
Within the direction “Technologies of the Present and Future,” the discussion will focus on the development of AI, production robotization, and the creation of unmanned systems. Participants in the discussion will include the Minister of Natural Resources and Ecology Alexander Kozlov, Deputy Chairman of the State Duma Vladislav Davankov, Deputy Minister of Science and Higher Education Denis Sekirinsky, founder of the Philippine Blockchain Week and vice president – founder of the Philippine Blockchain Council Chezka Raumae Gonzales, and Director of the Chinese Institute at Fudan University Zhang Weiwei.
The block “Logistics and Infrastructure for Economic Growth” will be dedicated to the development of the Northern Sea Route, the Trans-Siberian Railway, and other transport arteries, modernization of port infrastructure, development of transportation, and other topics. The sessions will feature speeches by Alexey Likhachyov, CEO of the State Atomic Energy Corporation “Rosatom”, Igor Levitin, Advisor to the President of Russia and Special Representative of the Head of State for International Cooperation in Transport, as well as Alexander Grushko, Deputy Minister of Foreign Affairs.
