Systematic work continues in Russia to modernize district heating facilities. For the construction and renovation of boiler houses – from small modular ones to large quarter-sized ones – mechanisms such as infrastructure budget credits (IBC), special treasury credits (STC), and treasury infrastructure credits (TIC) are also used, Deputy Prime Minister Marat Khusnullin said.
“The priority goals of Russia’s construction sector are inextricably linked to improving people’s living comfort, which, in turn, is largely determined by the reliability of communal infrastructure. During the preparation for the autumn-winter period, it is especially important to keep the condition of heat supply facilities under control to ensure uninterrupted heat supply to people. The renewal of outdated equipment, construction of modern boiler houses, and enhancement of the resilience of heat supply facilities are carried out with the help of various federal tools supporting the regions, including through the use of infrastructure loans. Since 2021, thanks to this mechanism, 81 boiler houses have been built and modernized. In total, work is planned at 211 facilities. It is important to accelerate progress in this area to improve the quality of communal services provided to people,” said Marat Khusnullin.
The infrastructure loan program is overseen by the Ministry of Construction, and its operator is the Territorial Development Fund.
“Infrastructure loans have proven to be one of the effective tools enabling regions to address accumulated problems in the housing and communal services sector, including in heat supply. The most boiler houses have been modernized in the Jewish Autonomous Region – 23. Also leading are Vladimir Region – 13, Trans-Baikal Territory – 11, Murmansk Region – 9, and the Komi Republic – 8,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
This year, three block-modular boiler houses were completed in the Sysolsky District of the Komi Republic; in the Arkhangelsk region, two boiler houses were built in Arkhangelsk and in the settlement of Stroitel in the Plesetsk District. In addition, a major overhaul of the steam-water heaters of the boiler house was carried out in the Murmansk region.
