How the Supplier Portal Automates Public Procurement on a Single Platform

The digitization of the entire public procurement cycle and the integration of key processes on a single platform allow for a reduction in routine tasks for customers and entrepreneurs. This approach has been implemented on the supplier portal. It is a platform for small-scale procurement, where all the key stages — from searching for the required products and selecting a supplier to concluding and executing the contract — take place online. This was reported by the head of the Moscow Department for Competitive Policy Kirill Purtov during a speech at the All-Russian forum “On Public Procurement in Russian”, which is being held in the Altai Republic from August 18 to 22.

“Digitalization of procurement today involves not only the translation of documentation and procedures into electronic form. The next stage of this key process is the development of a platform model and the implementation of procurement procedures within a single digital environment, where the system takes over part of the routine operations. It is on this principle that development proceeds supplier portal: here the customer can find the necessary products, choose a supplier, conclude and execute a contract remotely. At the same time, we continue to improve the resource: we are implementing intelligent search tools and document handling, as well as automating certain operations. As a result, the portal becomes a full-fledged working tool that accompanies the customer and the entrepreneur at all stages of procurement and makes their interaction more effective and transparent,” noted Kirill Purtov.

The development of digital platforms is becoming one of the stages in the consistent transformation of the public procurement system. This process also involves further standardization and unification of procurement procedures. Such changes aim to create more efficient and uniform conditions for customers and suppliers.

Earlier, Sergey Sobyanin reported that the supplier portal continues to expand its presence in the Russian regions. Thus, since the beginning of 2026, customers from Kursk, the Jewish Autonomous, and Lipetsk regions, as well as from Donetsk People’s Republic. The number of connected regions has increased to 47. The total number of customers on the platform exceeds 60 thousand. More than 410 thousand suppliers from across the country offer them goods, works, and services.

Supplier Portal was created in 2013 to automate small-volume purchases and has established itself as an effective tool for connecting government customers and businesses. To become a supplier on the portal, it is not necessary to be a company: individuals can also offer goods, works, and services. To get started, you only need to obtain an electronic signature and complete a short registration process. More than 1,500 contracts are concluded daily on the platform, and its catalog contains over 3.6 million unique items.

The functional customer of the supplier portal is Moscow City Department of Competitive Policy, and its technical development is overseen by the capital’s Department of Information Technology.
