Muscovite card holders can use free or discounted travel on city transport in Moscow and the region, while people with limited mobility can order rides on social taxis. It allows comfortable commuting to work or study, going to the dacha, or simply moving around the capital. In Department of Information Technology Residents of Moscow noted that today about five million city dwellers use the card, and more than one billion discounted trips are made with it annually.
“The Muscovite Card has been helping residents conveniently and advantageously get around the city and region for 25 years — whether it’s a trip to work or study or a short journey. In 2025 alone, Muscovite Card holders made over 630 million trips on the metro and on Moscow Central Circle, 619 million trips on surface urban transport, as well as about 92.5 million trips on railway transport. In addition, the card can be used as a unified library card, OMS policy, to receive discounts and much more. Today, the Muscovite card is an important part of the city’s ecosystem of services and utilities. It accompanies a person every day and helps the capital take care of those for whom it is especially important,” said Olesya Kuzmina, head of the “Muscovite Card” project.
On which transport is the Muscovite card valid
Depending on the preferential category, holders Muscovite cards free or discounted travel is available on surface city transport, in the metro, as well as on the Moscow Central Circle, Moscow Central Diameters and suburban railway transport.
Certain privileged categories, such as pensioners, veterans, first group disabled persons and their families, honorary donors, and large families, have access via the Moscow resident card to travel on suburban buses and surface transport routes of the Moscow region that operate under regulated tariffs. In the Moscow region, cardholders can use privileged or free travel on the routes of AO “Mostransavto”, MP “Khimkielectrotrans”, MUP “Vidnovsky trolleybus park”, MUP “Kolomensky tram”, MUP “Podolsky trolleybus”, and LLC “TK Veles”.
Discounted travel with the Muscovite card is valid on all suburban routes of the project “Moscow — Region”. Holders of the Moscow student card need to register a discounted ‘Unified’ suburb zone pass for 30 or 90 days on it to make trips. Holders of the free travel card can also get the “Fast Pass” service at the suburban railway ticket office: it allows free travel for a year simply by tapping the card on the turnstile or validator at the entrance and exit without issuing separate tickets.
School students and university students can get a discounted unlimited travel pass for 30 or 90 days, and from September 1 to June 15, they can buy a single ticket with a 50 percent discount for travel on suburban electric trains and the Moscow Central Diameters.

Residents with disabilities order social taxi for trips around the city. For this, you need to submit application for registration in the “Social Taxi” registry on the mos.ru portal. Social taxi services are available to city residents registered as living in the capital and eligible for benefits. These include children with disabilities, adults with first-group disabilities regardless of the nature of the impairments, as well as those with second- and third-group disabilities related to musculoskeletal disorders, and those with second-group visual disabilities. Additionally, a social taxi can be called for a person with any group of disability (due to any diseases) if they are over 80 years old. The service is also available to disabled veterans and veterans of the Great Patriotic War.
Other card features
In addition to free or discounted travel, Moscow card holders also have access to discounts at more than nine thousand retail locations loyalty program partners — in stores, pharmacies, cafes, and leisure facilities. You can get a discount even if you don’t have the card with you: just show the barcode in the city mobile app “My ID” at the checkout (valid with partners who accept the Muscovite card barcode).
The Muscovite card is used as a unified library card to borrow books from city libraries, as well as instead of a compulsory medical insurance policy for making appointments with doctors through the infomats in clinics. Elderly residents can use the Muscovite card to mark attendance at the ‘Moscow Longevity». And schoolchildren and college students visit more than 120 museum venues and exhibition halls for free with the Muscovite card under the program “Museums for Children” and use it to enter the educational institution, to pay for meals in the cafeteria.

How to apply for a Muscovite card
Statement The application for the Muscovite card is submitted online on the portal mos.ru. Children over 14 years old can do this on their own. For Muscovites younger than this age, the application is submitted by parents or legal representatives. The card production will take 30 calendar days.
All information about the readiness status, as well as personal benefits under the Muscovite card, is available in the personal account on the mos.ru portal in the “Documents and Data” section.
A notification about the possibility of receiving it will be sent to the personal account on the mos.ru portal and to the email. Preschoolers over seven years old, students of schools and colleges in the capital can collect the ready card at the educational institution. Those studying in private schools or outside Moscow, as well as other privileged categories of citizens, need to contact the chosen public service center “My Documents.” Students need to confirm receipt of the Moscow resident card in their personal account on mos.ru within 90 days. In other cases, confirmation is not required.
