Deputy Prime Minister Tatyana Golikova visited the Sverdlovsk region on a working trip. The Vice Premier, together with Minister of Health Mikhail Murashko and Governor of the Sverdlovsk Region Denis Pasler, opened the Center for Medicine of Healthy Longevity based at Sverdlovsk Regional Hospital No. 2, a day hospital for antitumor drug therapy of the Sverdlovsk Regional Oncology Dispensary, inspected the new modular admission department and maternity hospital of City Clinical Hospital No. 40 in Yekaterinburg, and met with participants of the special military operation undergoing treatment at the Sverdlovsk Regional Clinical Hospital for War Veterans named after S.I. Spektor.
Sverdlovsk Oblast has become the third region in our country where a Center for Healthy Longevity Medicine is being opened. The first such center started operating this year at the Russian Scientific Center of Surgery named after Academician B.V. Petrovsky in Moscow, the second – in the Republic of Mordovia. Subsequently, the establishment of healthy longevity medicine centers will be gradually implemented in all regions.
“The development of healthy longevity medicine has been designated by the President of Russia, V.V. Putin, as a priority direction of state policy, aimed at increasing the duration of healthy life and protecting the health of our citizens. From 2026, a separate section has been included in the state guarantees program for free medical care to citizens, allowing regions to create centers for healthy longevity medicine and provide access to the services offered there to all citizens completely free of charge,” said Tatyana Golikova.
She noted that the center will combine preventive and prophylactic medicine, medical technologies, and health culture. Its work will be aimed at identifying risk factors for disease development, assessing biological age, selecting personalized programs for health preservation and prolonging active life, and using high-tech recovery methods. The center is equipped with all the necessary equipment for such work, and the specialists have undergone appropriate training. Based on the research results at the center, each patient will receive personalized recommendations.
During the working trip, the Deputy Prime Minister also inspected the first new modular emergency department in Sverdlovsk Oblast at City Clinical Hospital No. 40 in Yekaterinburg. The department was opened by the Head of State, V.V. Putin, in April of this year. New approaches to patient flow distribution by severity of condition with the possibility of instant diagnostics are being implemented in the department. Color-coded signage is used for ease of navigation, with indicators painted in corresponding colors.
“The new modular reception department represents a new quality of medical care, its timeliness, and diagnostic accuracy. Its equipment and proximity of diagnostics to the patient allow for fast and high-quality procedures. The department was opened as part of the federal project to create a modern infrastructure for reception departments using modular constructions to provide emergency medical care to patients with life-threatening conditions within the national project ‘Long and Active Life,'” emphasized Tatyana Golikova.
Currently, the department is admitting “green” stream patients with minor injuries or complaints that are not life-threatening, as well as “yellow” stream patients in serious but stable condition who require urgent care within 10–15 minutes.
Tatyana Golikova, Mikhail Murashko, and Denis Pasler launched the “red” stream for patients in critical, life-threatening conditions — after severe injuries, with heart attacks, strokes, respiratory arrest, when immediate help is required and every second counts.
The emergency department houses an intensive care unit, three operating rooms for urgent patients, dynamic observation wards, and a full range of diagnostic and therapeutic equipment.
In addition, at City Clinical Hospital No. 40 in Yekaterinburg, Tatyana Golikova, Mikhail Murashko, and Denis Pasler opened 7 wards after major renovations using a salutogenic approach to environmental design. The maternity hospital space has been comprehensively transformed, creating wards for women during pregnancy and childbirth styled as a pine forest, flower meadows, an ancient palace, and the blue sea. A comfortable eco-environment for mothers is formed through high technological equipment, natural or visually natural materials and textures, calm lighting, good acoustics, thoughtful ventilation, and spatial ergonomics. This approach is functional, reduces stress, and supports a sense of safety, control, and psychological comfort.
“Increasing the population is one of the main national goals set by the President of our country, V.V. Putin. The more children are born in Russia, in the Sverdlovsk region, the stronger the country will be. Today, the Sverdlovsk region exceeds the national average birth rate by 7%. The unique facilities created in the region’s maternity service, in cooperation with employers and charitable organizations, make the experience of women during pregnancy and childbirth as comfortable as possible. Thanks to the development of infrastructure, the number of children born and large families will increase,” said Tatyana Golikova.
During Tatiana Golikova’s visit to the region, a day hospital for antitumor drug therapy of the Sverdlovsk Regional Oncology Dispensary was also opened. The hospital has a capacity of 93 places. The opening took place after renovations using a salutogenic approach to environment design, which significantly reduces stress in patients, positively affects psychological well-being, and increases comfort. On an area of about 500 sq.m, natural accents, futuristic forms, and technological furniture are combined, creating individual cozy zones.
The Sverdlovsk Regional Oncology Dispensary is located in the city of Yekaterinburg, with branches in Nizhny Tagil and Kamensk-Uralsky. The dispensary includes 30 operating rooms, a 24-hour inpatient facility with 1100 beds, a day inpatient facility with 259 beds, a palliative care unit with 25 beds, and a polyclinic handling 1,500 visits per day. Annually, 20,000 surgeries are performed, more than 45,000 patients are treated in the 24-hour inpatient facility, 21,000 in the day inpatient unit, over 600,000 outpatient visits are conducted, and about 80,000 telemedicine consultations are provided.
In addition, the Deputy Prime Minister visited the Sverdlovsk Regional Clinical Hospital for War Veterans and met with the legendary neurosurgeon Semyon Isaakovich Spektor, after whom the hospital is named. S.I. Spektor headed the hospital for over 30 years. On May 1, 2026, by decree of the President of the Russian Federation, he was awarded the title Hero of Labor of the Russian Federation. On July 25 of this year, S.I. Spektor celebrated his 90th birthday. The meeting took place in his memorial office-museum.
Tatiana Golikova also met with participants of the special military operation who are undergoing treatment in the hospital. The soldiers discussed with the Deputy Prime Minister issues of providing medical assistance to the participants of the SVO and social support measures.
