China Allocates Funds for Emergency Disaster Relief Following Typhoon “Dolphin”

Beijing, August 11 /Xinhua/ — The Chinese government has urgently allocated funds to assist in disaster relief efforts in the eastern regions of the country, which are currently suffering from heavy rains and severe flooding caused by Typhoon “Dolphin.”

The State Development and Reform Commission (SDRC) of China announced on Monday that it has allocated 200 million yuan (approximately 29.46 million USD) from the central budget to support recovery efforts in Zhejiang Province in eastern China following the destruction caused by the typhoon.

The funds will primarily be used for the urgent restoration of damaged infrastructure, including roads and hydraulic structures, as well as social infrastructure facilities such as schools and hospitals, the statement says.

Typhoon “Dolphin” made its second landfall in the city of Yueqing, Zhejiang Province, at approximately 18:40 on Sunday, about an hour after it first made landfall in the city of Yuhuan in the same province.

The Ministry of Water Resources of the PRC has extended the third-level emergency response in Zhejiang Province, as well as the fourth-level emergency response in six other provincial-level regions in Eastern, Central, and Northeastern China, instructing local authorities to strengthen monitoring and research efforts, as well as to intensify patrolling to identify and eliminate potential hazards. It was noted that priority will be given to flood protection along small and medium rivers and to preventing debris flows.

Also on Monday, the Ministry of Finance of the PRC and the Ministry of Emergency Management of the PRC allocated 180 million yuan from the central disaster relief fund to support disaster-affected areas across the country.

Out of this amount, 120 million yuan was allocated to five provinces – Jiangsu, Zhejiang, Anhui, Fujian, and Jiangxi – to support emergency response efforts and rescue operations following floods and destruction caused by the typhoon. The remaining amount was directed to the Inner Mongolia Autonomous Region /Northern China/ and the Xinjiang Uyghur Autonomous Region /Northwest China/ to combat the ongoing drought.

The National Meteorological Center (NMC) of China forecasts that from 8:00 PM Monday to 8:00 PM Tuesday, heavy rains are expected in some areas of Zhejiang, Jiangsu, Anhui, Henan, and Hubei provinces, with extremely heavy downpours hitting the southern part of Henan province and the northwestern part of Hubei province.

Although the movement speed of Typhoon “Dolphin” will significantly slow down after Tuesday, its residual vortex is expected to linger and stop at the junction of Hubei, Henan, and Anhui provinces, causing a new round of regional heavy precipitation, the National Meteorological Center reported.

As the rain belt shifts further north, the NMC predicts heavy precipitation in the Beijing-Tianjin-Hebei area in northern China from August 11 to 13, with Beijing expected to experience heavy and torrential rains during this period. -0-
