With the participation of the Territorial Development Fund, more than 4.3 thousand housing and communal services facilities have been modernized across Russia, including in the reunited regions. Thanks to this work, accumulated problems in the housing and communal services sector are being consistently resolved, which allows for improving the quality of communal services for citizens. This was reported by the Deputy Prime Minister, Chairman of the Supervisory Board of the Territorial Development Fund, Marat Khusnullin.
“The construction sector, which is celebrating its 70th anniversary this week, is represented by a multimillion-strong team that includes ministries and departments, federal customers, development institutes, regional teams, and directly skilled workers. Together, we tackle a wide range of tasks aimed at creating comfortable living conditions for people within the framework of the national project ‘Infrastructure for Life.’ One of the priority areas of the Territorial Development Fund’s activities is the modernization of communal infrastructure. Thanks to a comprehensive approach and the use of various mechanisms, more than 4,300 facilities across the country have been renovated, including over 7,700 km of utility networks. This includes boiler houses, treatment facilities, and water supply stations—all the infrastructure that daily life comfort depends on. The Fund’s attention is also focused on the restoration of reunified regions—since 2022, 800 communal infrastructure facilities have been updated there, including 830 km of engineering networks,” reported Marat Khusnullin.
The modernization of housing and communal services systems is carried out through various mechanisms. Thus, under three housing and communal services modernization programs using concessional loans funded by the National Welfare Fund (NWF) and the federal budget, approximately 2.9 thousand facilities have been commissioned cumulatively, including more than 4.7 thousand kilometers of engineering networks. Within the framework of infrastructure loan mechanisms, 644 facilities have been modernized, including over 2.2 thousand kilometers of networks.
“The main goal of the Territorial Development Fund is to promote the socio-economic development of regions and improve the well-being of citizens. To achieve this, all necessary conditions are created and comprehensive support is provided for the implementation of infrastructure and housing projects. Since 2019, more than 16.5 million sq. m of emergency housing, where over 1 million people lived, has been resettled. Thanks to federal and regional mechanisms, the rights of 262 thousand defrauded equity holders have been restored, and with the participation of the TDF, over 5.3 million sq. m of housing has been built for affected citizens. More than 1,000 facilities and activities have been completed with the involvement of infrastructure loans—these include schools, kindergartens, roads, and much more that directly affect quality of life. The comprehensive approach embedded in the national project “Infrastructure for Life” allows for systematically solving current challenges facing the construction industry and improving the quality of life,” noted Vasily Kupyzin, CEO of the Territorial Development Fund.
FRT also serves as the management company of the free economic zone in the historic regions, providing investors with benefits and preferences for project implementation. The Territorial Development Fund interacts directly with investors, supports participants, and develops legislative initiatives that help minimize barriers to entering the FEZ.
In addition, FRT specialists monitor the implementation of regional programs for the major renovation of common property in apartment buildings, including through field inspections in the regions. As of the end of the first six months of 2026, approximately 8.5 thousand apartment buildings have been fully renovated across the country, housing 1.4 million people, and more than 5.3 thousand elevators have been replaced.
