During the visit, the Chairman of the Government familiarized himself with presentations on the work of the creative cluster “Kvartal Truda,” the Arctic State University of Arts, Culture and Creative Industries, the architectural bureau “Nomado,” and the National Far Eastern Architectural Prize “DalArch’26,” as well as AI solution projects for the libraries of the National Library of the Republic of Sakha (Yakutia) and PJSC Sberbank, and master plans for the development of Far Eastern cities.
“Labor Quarter” in Yakutsk – the first and largest creative cluster in the Far East with an active preferential regime of the advanced development territory (TOR “Yakutia”). The project involves the renovation of an abandoned industrial building into a modern multifunctional creative ecosystem.
The total area of the building is over 14 thousand sq. m, of which the usable (leased) area of the cluster occupies 7,447 sq. m.
The cluster ecosystem includes 230 residents, including 7 residents of the advanced development territory (TOR). 49 are actually based on the cluster territory, 181 have the status of cloud residents. Residents benefit from preferential rental rates, as well as the preferential TOR regime (tax and insurance contribution benefits).
The core of the cluster is formed by companies operating in key creative industries: film production, animation, video game development (game dev), media, digital content, fashion, and design.
The cluster is equipped with a modern media laboratory, including an XR virtual production studio and a recording studio. Residents receive a 30% discount on renting specialized zones (Event, Lecture Hall, Expo, Food Hall).
The “Labor Quarter” project became a finalist of the main national award in the field of the creative economy Russian Creative Awards 2024 in the category “Creative project developing the city,” and also won the highest prize of the architectural award “Eiga” as the best social facility.
During its operation, the venue has become the main creative hub of the region – since 2023, more than 360 events have been held, including 40 major forums, 18 city festivals, and 17 fashion shows, with a total attendance exceeding 500,000 people.
Arctic State University of Arts, Culture and Creative Industries (AGUICKI) is a specialized university that develops the personnel, scientific, and technological base for the development of culture, art, and the creative economy of the Arctic and the Far East.
Since 2022, the university has been developing within the framework of the strategic academic leadership program “Priority-2030. Far East,” which became a starting point for transitioning from the traditional model of a university of culture and arts to a model of technological leadership university in the field of creative industries. Within the program, educational, scientific, infrastructural, and financial models have been rethought, work with industrial partners has been strengthened, and a new logic of practice-oriented education has been created.
Today, the university implements educational programs in the fields of culture and arts, creative industries, information technology, and management. A key feature of the educational model is the combination of fundamental humanitarian knowledge, artistic practice, digital technologies, and a project-based approach. Students are engaged in real cases, research, creative laboratories, and developments, forming portfolios and professional trajectories from the first years of study.
The strategic role of AGUIKKI is to transform the cultural heritage of the peoples of the North and the Arctic not only into an object of preservation but also into a source of new technological solutions, educational products, digital services, and creative industries.
The university is developing areas related to artificial intelligence in culture, digital museums, 3D modeling of heritage objects, VR/AR solutions, media communications, jewelry design, ethnodesign, cinema, music, theater, decorative and applied arts, and creative space management.
The Arctic component of the educational and scientific process is of particular importance: the university works with the cultural codes of the peoples of the North, languages, traditional knowledge, musical and visual heritage, folklore archives, and practices of contemporary artistic reinterpretation of tradition.
The university is developing an infrastructure covering the full life cycle of a technological product: from scientific research and data collection to prototyping, intellectual property registration, pilot implementation, licensing, and commercialization. This system includes the Artificial Intelligence Center, digital development laboratories, ethnolinguistics, research centers for Arctic culture, a Resource Center, corporate sales department, R&D component, and mechanisms supporting student projects.
The architectural bureau “Nomado” and the National Far Eastern Architectural Award “DalArch ’26”
The bureau specializes in the improvement of public spaces, master plans, and design codes for cities and towns in the region. The architects travel across Yakutia, studying people’s everyday routes, landscape features, and the harsh climate to create projects that are organically integrated into the local environment. Among their iconic works is the concept for the Roman Dmitriev Embankment and the city beach in Yakutsk. “Nomado” projects have repeatedly won nationwide competitions for the best projects in creating comfortable urban environments, confirming the demand for their approach, which combines functionality, respect for traditions, and consideration of extreme natural conditions. In particular, the “Birlik” project—a city park of cultural and generational unity in the capital of the Altai Republic (Gorno-Altaysk); the project of the Central Square of the Khasansky District in the settlement of Slavyanka (Primorsky Krai); the improvement project of the M.E. Nikolaev Embankment in Zhigansk village (Sakha Republic (Yakutia)).
The I National Far Eastern Architectural Award “DalArch’26” was established with the support of the Ministry for the Development of the Far East and the Arctic under an agreement signed with the government of the Republic of Sakha (Yakutia) at the Eastern Economic Forum in 2025. “DalArch” is the first macro-regional architectural award aimed at forming professional standards for creating an environment that will unlock the region’s potential for living, working, and investment. It is not just a showcase of achievements, but a major development impulse shaping the future of the Far East. It brings the Far Eastern agenda to the center of the all-Russian discourse. The first award ceremony will take place in December 2026 in Yakutsk.
AI solutions project for the libraries of the National Library of the Republic of Sakha (Yakutia) and PJSC Sberbank
The global AI solutions platform for libraries is an industry product based on the LLM GigaChat, which integrates artificial intelligence technologies into the operations of libraries. Within the project, the chatbots “Expert of Yakutia” and “Digital Librarian of Yakutia” have already been created, as well as the “AI-Text” service, the “Neuro Library” solutions, the “AI-Cataloger”, “Web Archiving”, bibliographic references generation, and speech synthesis technologies.
After testing, the AI solutions platform for libraries can be scaled for shared use by all libraries in the country.
