In the first half of 2026, the Bank of Russia received almost 211 thousand complaints from financial services consumers and investors, which is 15.7% more than in the same period last year. This mainly occurred due to an increase in the number of claims against microfinance organizations (MFOs) and complaints that are outside the regulator’s competence.
Complaints about microfinance organizations mainly continued to grow (+63%) due to so-called debt relievers – unscrupulous legal firms that promise borrowers full debt write-offs without consequences. In the end, people’s expectations were not met, and they still remained with debt obligations to creditors.
The number of complaints about car loans (-33.3%), mortgage loans (-10.4%), and cyber fraud (-34.4%) has decreased. However, customer dissatisfaction with banks’ refusal to conduct transactions and restrictions on account usage has increased (+32.7%). This is related to anti-fraud measures that, in turn, led to a slight overall increase in the total number of claims against credit institutions—by 2.3%.
Complaints about the work of insurance companies have decreased – due to a reduction in the number of claims related to OSAGO (-9.4%) and life insurance (-30.3%). In addition, complaints about brokers have dropped by nearly a third. The situation in the collective investment market has also improved: there were fewer complaints about management companies regarding the operation of mutual investment funds (down 29.7%) and claims against non-state pension funds have decreased (by 10.5%).
