Deputy Prime Minister and Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev held a working meeting in Yakutsk with the head of the Sakha Republic (Yakutia), Aysen Nikolayev.
The head of the republic reported on the current situation in the region, including the fire hazard season, the elimination of the aftermath of rain floods, preparation for the heating period, and the progress of northern deliveries. Aysen Nikolaev thanked Yuri Trutnev for his constant support of the region in matters of fire safety.
Yury Trutnev reported on the submitted report to the head of state with proposals to eliminate legislative restrictions hindering more effective prevention and elimination of emergencies. “The head of the EMERCOM and I analyzed the obstacles that often prevent us from preventing and eliminating emergencies. This is related to floods and the clearing of riverbeds. It is also related to forest protection strips, where, unfortunately, in some cases we cannot make a break to ensure people’s safety. And a whole range of other issues related to the need to excavate soil during emergencies. The minister, Alexander Vyacheslavovich Kurenkov, and I signed such a report addressed to the President of the Russian Federation, and I will ask Vladimir Vladimirovich to support us,” he said.
Speaking about the fire hazard season, Aysen Nikolaev noted that thanks to increased federal funding, the republic’s forest fire protection system has been significantly strengthened. “Federal support has allowed us to increase the number of forest fire units to 1,452 people. Today we protect an area of about 80 million hectares, including responding promptly to threats to settlements in control zones. This year, four new aviation units were created in the most fire-prone areas, which have already proven their effectiveness,” said the head of the republic.
He also reported that it was possible to remove the threat to the settlement of Eyik, which was approached by the forest fire at a distance of 4 km. Thanks to the deployment of additional federal and regional forces, conducting controlled burns, and creating mineralized strips, the fire spread was stopped, and the work to extinguish the fire continues.
Special attention at the meeting was given to the elimination of the consequences of rain floods. “The republic passed the spring flood calmly, but heavy summer rains led to flooding and damage to infrastructure. We are equipped with the necessary forces and means; after the water recedes, all necessary assistance will be provided to the people. Particular concern is caused by the condition of the federal highway “Kolyma,” where mudflow torrents damaged the approaches to bridge crossings. After the water subsides, we expect support from Rosavtodor in restoring the facilities,” Aisen Nikolaev said.
According to the head of Yakutia, the republic is carrying out planned preparations for the heating season. Aysen Nikolaev thanked Yuri Trutnev and Deputy Prime Minister Alexander Novak for their assistance in addressing issues of northern delivery and ensuring the region is supplied with fuel and energy resources.
During the meeting, Aysen Nikolaev raised the issue of the application of the new requirements of the technical regulations for the safety of inland water transport facilities. According to him, the changes that have come into force prohibit drivers from staying in the cabins of vehicles during cargo transportation on vessels; however, the existing fleet in the Lena basin is not equipped with special places for drivers to rest.
“This is already leading to a reduction in the volume of cargo transportation by water transport and, as a result, to an increase in the cost of delivering goods. In some cases, carriers have to use aviation, which significantly increases the cost of products,” emphasized the head of the republic.
Aisen Nikolaev proposed postponing the implementation of new requirements in the Lena River basin until the end of 2028 in order to carry out the re-equipment of vessels during this period. Yuri Trutnev supported the need to work through the issue. The Deputy Prime Minister instructed the Ministry of Transport of Russia to address the situation and, together with the authorities of Yakutia, to propose a solution to the issue.
