In 2026–2028, more than 6 billion rubles will be allocated in total to Mordovia, Kabardino-Balkaria, Magadan, Pskov, Rostov, and Chelyabinsk regions, as well as Kamchatka and Krasnoyarsk territories, for the construction and reconstruction of healthcare facilities. At the same time, some regions will receive advanced funding in 2026 for the implementation of such projects. The directive on the redistribution of funds for these purposes was signed by Prime Minister Mikhail Mishustin.

Thus, in the Magadan region, more than 1.4 billion rubles will be expended ahead of schedule on the reconstruction of the regional maternity hospital in Magadan with 80 beds, as well as on the women’s clinic with 100 visits per shift and a day hospital with 10 beds.

In addition, in 2026, 911 million rubles will be additionally allocated to the Rostov region for the first phase of the reconstruction of the city clinical hospital in Taganrog.

In the Kamchatka Territory, 1 billion rubles will be allocated for the advanced financing of the second phase of the regional hospital’s construction, and in Mordovia, 619.4 million rubles are planned to be allocated for the reconstruction of the republican oncology dispensary in Saransk.

Construction and reconstruction work on medical facilities is underway within the framework of the state program “Development of Healthcare in the Russian Federation.”

An order was also signed to allocate about 280 million rubles from the Government’s reserve fund for the restoration of healthcare facilities damaged as a result of the flooding in Dagestan and Chechnya. With the allocated funds, major repairs will be carried out in 26 medical institutions. These include hospitals, children’s polyclinics, a women’s consultation and maternity ward, an ambulance substation, feldsher-midwife stations, and medical outpatient clinics located in rural areas.

“It is important that our citizens receive qualified treatment in a timely manner regardless of their place of residence,” emphasized Mikhail Mishustin at a meeting with as deputy prime ministers on July 27 and instructed Vice Premier Tatyana Golikova to keep these issues under personal supervision.
