The construction of new residential spaces is the foundation for the development of cities and territories. That is why housing is a central element of the national project “Infrastructure for Life,” work on which is being carried out in both Donbass and Novorossiya. Thus, approximately 130 construction permits have been issued today in the reunified regions. This was reported by Deputy Prime Minister Marat Khusnullin.

“Thanks to the development of housing construction, the availability of comfortable housing is increasing, city infrastructure is improving, and their investment attractiveness is rising. All these factors are extremely important today for the sustainable socio-economic development of historic regions and for improving the quality of life there. Currently, there are 130 housing construction permits active in Donbass and Novorossiya, according to which about 2 million square meters are planned to be built. However, the development of housing infrastructure must be accompanied by the creation of conditions for investors entering with housing construction projects: the land plot bank has grown to 718, the military risk insurance program has been extended, and regions are using infrastructure menu mechanisms to accelerate territorial development. Moreover, branches of financial organizations have been operating for more than a year, providing access to project financing,” said Marat Khusnullin.

The Deputy Prime Minister added that Sberbank, VTB, Promsvyazbank, and the bank “DOM.RF” have so far issued almost 158 billion rubles to construction companies within the framework of project financing.

“We truly see colossal interest from developers in these regions, as there is clear deferred demand and absolute support from our country’s leadership. Today, 50 developers are already actively working in the DPR, LPR, Kherson, and Zaporizhzhia regions, and about 60 more plan to launch projects in the near future. The urban potential of the lands amounts to about 26 million square meters and continues to grow. These are future residential complexes and neighborhoods of proper quality with full infrastructure provision; we approve each project manually, taking into account the natural recreational potential and the approved master and general plans of the cities,” noted Deputy Minister of Construction and Housing and Communal Services Nikita Stasishin.
