The quality of life in modern cities directly depends on how thoughtfully the environment is arranged: residential neighborhoods are organized, social infrastructure and transport are accessible. Today, balanced development of an area is incorporated into urban planning documentation, the preparation of which is also carried out for the settlements of Donbass and Novorossia. For example, territorial planning projects have been approved for two districts of the capital of the DPR. This was announced by Deputy Prime Minister Marat Khusnullin.
“General plans, master plans, and territory planning projects share a common goal – to ensure balanced, predictable, and sustainable development of the regions. Together, they form a chain of objectives, not replacing but complementing each other. It is now extremely important to apply these tools in Donbass and Novorossiya. For instance, territory planning projects have been approved for two large areas in the previously frontline districts of Donetsk city – Kirovsky and Petrovsky. In addition, work is underway to restore damaged infrastructure: engineering communications are being repaired, outdoor lighting lines, and repairs are planned for hundreds of residential and social facilities,” said Marat Khusnullin.
The territory planning project in the Kirovsky district envisions the construction of residential buildings totaling about 560 thousand square meters, more than 10 thousand square meters of commercial facilities, two schools and kindergartens, as well as a clinic, landscaping of 10 hectares of territory and street-road network, and installation of engineering systems. In the Petrovskiy district, on free plots along Petrovsky Street, the second longest street in the city, it will be possible to build multi-apartment buildings with an area of more than 380 thousand square meters, two kindergartens and a school, a sports and fitness center, and a clinic. It is also proposed to green and improve 4.5 hectares of courtyard areas, allocate 1.43 hectares for children’s and sports grounds, and recreation zones.
The Deputy Prime Minister added that such documents set the direction for the comprehensive development of residential neighborhoods, social, transport, and engineering infrastructure in the capital of the DPR.
“The approved land planning projects in the Kirovsky and Petrovsky districts of Donetsk are examples of systematic work: we are laying not spot construction, but full-fledged blocks with predictable quality of the environment. Only in these two districts do we see the prospect of constructing almost one million square meters of modern housing, new schools, clinics, and sports facilities. It is important for us that every new foundation is based on a clear plan for the development of engineering and transport networks, not on chaotic construction. This is how we establish new standards of urban life—so that courtyards, streets, and social facilities work for the comfort and safety of people, creating a foundation for the long-term development of these territories,” said Deputy Minister of Construction and Housing and Communal Services Almaz Khusainov.
The development of territorial planning projects is carried out by the Unified Institute of Spatial Planning of the Russian Federation.
“In December 2023, a resolution by the Government of Russia established that the development of urban planning documentation for the reunited subjects is carried out by the Unified Institute. This allows for a systematic approach to the urban and infrastructural development of the regions. Territory planning projects develop and complement the ideas laid out in the master plan, shifting the planning scale from cities and territorial zones to the level of streets, blocks, and districts. From 2022 to 2025, the Unified Institute of Spatial Planning of the Russian Federation developed 40 residential area planning projects for the DPR with an urban potential of about 10.5 million sq. m, including 5 projects for the city district of Donetsk. In 2026, another 20 territory planning projects are being developed with a preliminary urban potential of more than 5.8 million sq. m, including 8 projects for the city district of Donetsk,” commented Dina Sattarova, Director of the Unified Institute of Spatial Planning.
