Russia has become one of the founding countries of the World Organization for Cooperation in Artificial Intelligence. The agreement to establish the organization was signed in Shanghai ahead of the World Artificial Intelligence Conference.

By the decision of the Government of Russia, the agreement was signed by the Minister of Digital Development, Communications and Mass Media Maksut Shadaev.

“Artificial intelligence is rapidly developing in Russia. We are one of the few countries that have our own large language models. This allows us not only to share our developments and experience, but also to effectively adopt the best global practices. This is why international cooperation in the field of artificial intelligence is of particular importance to us. This area of work is given a special place in the AI law, which confirms the systemic nature of state policy in this field. We consistently advocate for the establishment of transparent rules for extraterritorial technologies. I am convinced that our active participation in the organization will contribute to strengthening the global technological dialogue, as well as promote the effective advancement of Russian developments and competencies in foreign markets,” noted Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko, overseeing the development of artificial intelligence.

The organization’s goal is to expand international cooperation in the field of AI in accordance with the principles of the UN Charter, to increase the accessibility of technologies and services using AI, and to promote safe, ethical, and trustworthy AI solutions.

Among the main functions of the organization are stated, among others, the enhancement of the consistency level of technical standards, the promotion of functional compatibility of solutions, and the encouragement of efforts to develop the ecosystem based on open source code.
