The company’s performance over the past period and plans for the near future were discussed. This included the development of high-speed transportation corridors, road services, infrastructure digitalization, and the restoration of road management in new regions.

M. Mishustin: Dear Vyacheslav Petrovich, you lead a company that carries out a very important infrastructure task of creating high-speed transport corridors. The development of our regions, industrial growth, and the country’s economic component largely depend on the results of its activities.
Automobile roads connect our business and cultural centers, increasing their investment attractiveness. Without a doubt, they open up additional opportunities in agriculture, trade, and generally improve the quality of life for people.
It is very important to update the relevant backbone network, modernize the main lines, and expand their capacity to increase the mobility of our citizens, reduce travel time on all route segments, and provide comfortable conditions for trips. This was the instruction given to “Avtodor.”
Tell us more about what has already been done. And generally about the results for last year, the outcomes in the first half of the year, as well as about further plans.

V. Petushenko: Dear Mikhail Vladimirovich! Indeed, our state company has been entrusted with the important task of creating the framework of high-speed roads. A significant amount of work has been done to increase the competitiveness of international corridors. Today, our company has created a framework of high-speed roads that are most in demand for the country’s economy — “North – South” and “West – East.” With the opening last year of the section from Kazan to Yekaterinburg, the “West – East” section now totals 2.3 thousand km. The interchange at the Central Ring Road on Dmitrovskoye Highway has already been put into operation. This year, we will also commission an interchange in Novgorod region on the M-11 “Neva” route.
This year we are also completing very important projects for the central part of the Russian Federation – on the M-1 Moscow – Smolensk highway with a length of 130 km and the M-3 from Moscow to Bryansk. At the final stage, the entire Moscow region, Kaluga, and Bryansk regions will be connected into a single high-speed route.
48% of the population of our country lives in the zone of influence of high-speed roads. The most important route is from Saint Petersburg to Yekaterinburg – as I said, last year we completed this work.
This year, together with colleagues from the Federal Road Agency, we will reach Tyumen. And, importantly, we will begin construction of the Tyumen bypass.
The creation of such a high-speed continuous automobile corridor allows reducing the travel time from Saint Petersburg to Yekaterinburg by half. If it used to take 42 hours, now it takes 22 hours. For the average driver, this reduction in travel time is practically a whole day.
Mikhail Vladimirovich, thank you very much for supporting Federal Law No. 152, which allows the subjects of the Russian Federation to participate in implementing projects based on this framework. There are very important projects for the regions that cannot be handled alone. The first pilot project will be the bypass around Tyumen. The subject of the Russian Federation, the federal budget, and the funds we attract allow us to begin such a crucial project.
This year, we are also starting to develop an interchange with the Moscow region on the Central Ring Road (CKAD). Currently, we are actively working on projects with the Perm Territory, Novgorod Region, Leningrad, and Orenburg regions. We see their interest because the implementation of such projects reduces travel time between regions on each section. My favorite example is Ulyanovsk, which is located 120 km from the M-12 highway. Previously, travel was always along the M-5. Today, by taking the “Vostok” highway, travel time can be reduced by 4.5 hours. The same effect applies in Chelyabinsk.
The main task is to develop a high-speed corridor through digital technologies. After all, we initially build roads with traffic safety in mind. And today, on all our routes, there are about 10,000 various detectors that allow us to monitor traffic. This enabled us to create and launch autonomous vehicles from Saint Petersburg to Kazan – a distance of 1,520 km. Subsequently, we plan to gradually reach Yekaterinburg and Tyumen.
We are constantly developing digital technologies. We monitor what is happening on the tracks in real-time and respond immediately. We actively build multifunctional zones because the connectivity of territories allows for the development of domestic tourism as well. Last year, we saw that due to multifunctional zones and the connectivity of regions, there were 4.5 million more trips across our country. Moreover, alternative routes remained unchanged. That is, we gained a new user here.
Family-centeredness is key for our company – last year we offered discounts for large families and this year we launched the same promotion. Last year, 11,600 large families took advantage of it, enabling them to travel to their vacation destinations.
M. Mishustin: It is necessary to continue developing the high-speed road network. Carefully monitor how all the planned activities are being carried out. There are many. This is of great practical importance for improving territorial connectivity, increasing business activity, and expanding logistics and tourism opportunities.
And one more thing. One of the main tasks set before us by the head of state is to provide maximum assistance to the Donetsk and Luhansk People’s Republics, and the Zaporizhzhia and Kherson regions.
I know that you pay special attention to strengthening the road infrastructure in these regions. How is this work progressing now?
V. Petushenko: Over the past four years, we have restored 2,800 km, which, for comparison, is about the distance from Saint Petersburg to Tyumen. We have restored 67 bridges. Hospitals, schools, and industrial enterprises have become more accessible today. The economy of the reunited regions is developing, and we understand that the tasks we address significantly influence this. The development of the road network always ranks among the top three areas most highly valued by residents. Even just last year, it held a steady first place because it increases mobility and brings everything closer together. This year, the plan is to restore 800 km and 11 bridges.
M.Mishustin: Vyacheslav Petrovich, it is necessary to continue doing everything necessary to increase the mobility of our citizens there. To increase the pace of road construction so that people can move quickly and conveniently in these Russian regions and, of course, throughout the whole country.
