Beijing, July 14 /Xinhua/ — China has published guidelines for improving the institutional system for managing natural resource assets, aimed at promoting the safe, highly efficient, and sustainable use of natural resources, as well as preserving and increasing the value of such assets.
The directive, dated July 4 and jointly issued by the Office of the CPC Central Committee and the Office of the State Council of China, calls for strengthening the overall protection of natural resources, more effective allocation of their assets, better protection of the rights and interests of asset owners, and intensified supervision.
By 2030, China plans to create a more reliable system characterized by clearer identification of entities responsible for fulfilling relevant duties, a more comprehensive understanding of assets related to natural resources, enhanced overall protection, more efficient asset allocation, as well as improved evaluation and supervision mechanisms.
According to the document, by 2035, asset management mechanisms in the field of natural resources should operate continuously, and a systematic and comprehensive institutional system for managing such assets should be fully established.
The leadership calls for the improvement of unified surveys, monitoring, and assessment of natural resources, as well as the inventory and accounting of their assets.
Additionally, it is aimed at improving the property rights system for natural resource assets, promoting the separation of ownership rights and usage rights, as well as advancing unified registration of rights to natural resources and real estate.
This guideline allows for the combined allocation of various types of assets representing natural resources, in accordance with the law, in cases where they must be used in combination by the same user within a specific territorial area.
