Deputy Prime Minister – Chief of Staff of the Government Dmitry Grigorenko made a working trip to the Trans-Baikal Territory. During the visit, he visited one of Russia’s key industrial facilities – the Udokan Mining and Metallurgical Complex (MMC), and also familiarized himself with the implementation of regional digital projects.
GMK “Udokan” is a full-cycle mining and metallurgical complex: from copper ore mining to the production of deep-processed products – cathode copper. The enterprise actively implements modern technological solutions of its own development, including laser scanning of production facilities using unmanned aerial vehicles, automatic optical ore sorting, and AI assistants for document flow automation.
“GMK ‘Udokan’ is an example of how an effective partnership between the state and business enables the implementation of large-scale projects that until recently were considered unattainable. For almost 80 years, the largest copper deposit in Russia was not developed due to the harsh climate, lack of infrastructure, and high cost of development. Today, a modern full-cycle mining and metallurgical complex operates here, which has created more than 5,000 jobs and has already paid over 14.5 billion rubles in tax payments to budgets at all levels. Such projects become drivers of regional development and strengthen the country’s industrial potential,” said Dmitry Grigorenko.
Since its launch, the enterprise has produced over 270 thousand tons of copper. This is a strategically important metal for the modern economy. Copper is widely used in the production of electrical networks and cables, electronics, telecommunication equipment, electric vehicles, data centers, industrial equipment, and energy infrastructure facilities.
The construction of the mining and metallurgical complex and the accompanying infrastructure has been carried out with financial support from VEB.RF and commercial banks. They are also involved in the planned implementation of the second phase of the Udokan MMC. It envisages a threefold increase in productivity, the extraction of up to 51 million tons of ore per year, and the production of up to 550 thousand tons of copper per year. The creation of 12 thousand new jobs and up to 1.5 trillion rubles in tax revenues is expected.
The project for the development of the Udokan Mining and Metallurgical Complex was implemented using the project financing factory “VEB.RF”. This financial instrument was created by the Government and allows for the implementation of large-scale and capital-intensive projects. These include the construction of the Western High-Speed Diameter in Saint Petersburg, the Boguchanskaya Hydroelectric Power Station, the Yamal LNG liquefaction plant, the construction and reconstruction of Russian airports (Pulkovo, Kurumoch, Koltsovo, Knevichi, Sochi, etc.), as well as the development and organization of serial production of the MC-21 aircraft.
As part of his working trip, Dmitry Grigorenko also visited the “Smart Microdistrict” in Chita. The Deputy Prime Minister evaluated the digital solutions developed and implemented by domestic IT companies. The residential complex is implementing smart elevators with scheduled call functions, face recognition systems are being configured at barriers and intercoms. In the management company’s dispatch center, all engineering systems — heating, water, electricity — are monitored in real time. Additionally, the Deputy Prime Minister was shown a pilot project “Personal AI Mentor for Students” at a district school. The AI mentor is designed to increase student engagement in the educational process.
