Decisions made at the Government meeting on July 9, 2026: from the reserve fund of the Government of the Russian Federation, budgetary allocations for granting subsidies from the federal budget to the budgets of the Republic of Crimea and the city of Sevastopol for co-financing expenditure obligations arising from the implementation of state support measures for legal entities and individual entrepreneurs in the tourism industry while conducting their activities under conditions of geopolitical and sanction pressure.
Government Decision:
To approve the draft order of the Government of the Russian Federation on this issue.
4. On the draft federal law “On Amendments to Article 5 of the Federal Law ‘On Commercial Secret'”
The draft federal law provides for the expansion of the list of information about the composition of tobacco products and nicotine-containing products that cannot be considered a trade secret, as well as informing the public about the composition of tobacco products and nicotine-containing products.
Government Decision:
Approve the draft federal law “On Amendments to Article 5 of the Federal Law ‘On Commercial Secrets'” and submit it to the State Duma in the prescribed manner.
5. On the draft federal law “On the ratification of the Protocol on amendments to the Agreement on unified principles and rules for the circulation of medical devices (medical products and medical equipment) within the Eurasian Economic Union dated December 23, 2014”
The protocol provides for the extension of the transitional period allowing the registration of medical devices in accordance with the legislation of the member states of the union.
Government Decision:
Approve the draft federal law “On the ratification of the Protocol amending the Agreement on uniform principles and rules for the circulation of medical devices (medical products and medical equipment) within the Eurasian Economic Union dated December 23, 2014” and submit it to the State Duma in the prescribed manner.
6. On the allocation to the Ministry of Construction of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budget appropriations for the purpose of providing another interbudgetary transfer from the federal budget to the budget of the Chechen Republic to financially support the implementation of social support measures for citizens whose residential premises were lost and/or damaged as a result of an emergency caused by hazardous meteorological phenomena in March – April 2026 in the territory of the specified subject of the Russian Federation
Government decision:
To approve the draft order of the Government of the Russian Federation on this matter.
7. On the allocation to the Ministry of Construction of Russia in 2026 from the Reserve Fund of the Government of the Russian Federation of budget appropriations for the purpose of providing another interbudgetary transfer from the federal budget to the budget of the Republic of Dagestan to financially support the implementation of social support measures for citizens whose residential premises were lost and/or damaged as a result of an emergency caused by hazardous meteorological phenomena in March–April 2026 in the territory of the specified subject of the Russian Federation
Government resolution:
To adopt the draft order of the Government of the Russian Federation on this issue.
8. On the allocation to the Ministry of Industry and Trade of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for granting a subsidy from the federal budget to the federal state autonomous institution “Russian Technology Development Fund”
The specified funds will be allocated to providing state support for industrial enterprises.

To approve the draft order of the Government of the Russian Federation on this matter.
9. On the draft federal law “On the ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Abkhazia on the mutual recognition of academic degrees”
The agreement is aimed at the mutual recognition of academic degrees awarded in the Russian Federation and the Republic of Abkhazia, granting their holders the corresponding rights to continue education and carry out professional activities in each of the mentioned states.
Government Decision:
Approve the draft federal law “On the ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Abkhazia on the mutual recognition of academic degrees” and submit it to the State Duma in the prescribed manner.
10. On the allocation to the Ministry of Transport of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for providing one-time financial assistance in the form of a subsidy from the federal budget to the budget of the Kursk region for the purpose of co-financing expenditure commitments related to the financial support of implementation compensatory payment provision activities as a result of the loss of personal vehicles by citizens whose place of residence as of August 6, 2024, was the territory of the Kursk region
Government Decision:
To adopt the draft order of the Government of the Russian Federation on this issue.
11. On the national report “On the progress and results of the implementation in 2025 of the State program for the development of agriculture and the regulation of markets for agricultural products, raw materials, and food”
The state program defines the goals, objectives, and main directions for the development of agriculture and regulation of the agro-food market, financial support, implementation mechanisms for the planned activities, and indicators of their effectiveness.
Government Decisions:
1. Take note of the information from the Minister of Agriculture of the Russian Federation O.N. Lut regarding the progress and results of the implementation in 2025 of the State Program for the Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials, and Food.
2. To approve the draft order of the Government of the Russian Federation on this issue.
