The government continues systematic work to reduce the debt burden of the regions. An order has been signed to write off two-thirds of the debt on budget loans amounting to a total of 16.7 billion rubles for another 17 entities.

The debt will be written off for Dagestan, Kalmykia, Mordovia, Khabarovsk Krai, Amur, Astrakhan, Vologda, Kirov, Kostroma, Kursk, Murmansk, Penza, Pskov, Ryazan, Sverdlovsk regions, the Jewish Autonomous Region, and the Chukotka Autonomous Okrug.

The amount of write-off corresponds to the size of these entities’ investments in projects for the modernization of housing and communal services (including the replacement of elevator equipment in apartment buildings), relocation of citizens from emergency housing, renewal of public transport, recapitalization of industrial development funds, as well as the implementation of infrastructure projects for the development of backbone settlements and support for organizations managing territories with preferential tax regimes.

“The resources that will now appear in regional budgets can be directed towards improving the quality of life for citizens and supporting projects aimed at further economic growth of the subjects of the Russian Federation,” noted Mikhail Mishustin, commenting on the decision made at at the Government meeting on July 2.

The Prime Minister emphasized that this work will continue further.

In 2025, 58 regions were able to take advantage of the debt write-off opportunity on budget loans, reducing their burden by approximately 230 billion rubles. Taking into account the new write-off in 2026, debt has already been written off for 68 regions totaling over 277 billion rubles.
