Moscow, July 6 /Xinhua/ — Renouncing infringements on each other’s interests and resolving fundamental contradictions are conditions for the strategic dialogue between Moscow and Washington. This was stated on Monday by Russian Deputy Foreign Minister Sergei Ryabkov at the 24th PIR Center International School on Global Security Issues.

“As for the full-scale strategic dialogue between nuclear powers, in particular between Russia and the USA, including issues of arms control, it cannot and will not be separated from the state of relations between these countries. Proper conditions for initiating interaction appear to be the renunciation of encroachments on each other’s core interests, readiness for comprehensive work on jointly reducing conflict potential based on equality, mutual consideration of concerns, and mitigation of fundamental contradictions,” emphasized S. Ryabkov.

According to him, the United States is choosing an arms race by abandoning compliance with the strategic offensive arms treaty (START).

“The United States refused to work on the implementation of our pragmatic initiative for voluntary compliance with the central limits of the New START treaty, which formally expired on February 6. In fact, we have seen quite boastful statements regarding the ‘death’ of this treaty, and it seems a choice is being made in favor of an arms race,” said the Deputy Foreign Minister of the Russian Federation. –0–
