One of the strategic tasks facing Russia’s construction complex is to ensure the reliability of all utility infrastructure systems in Donbass and Novorossiya. The participants in its modernization include patron regions and federal contractors. Thus, under the control of the Territorial Development Fund, 800 housing and communal services facilities have been renovated in Donbass and Novorossiya since 2022. This was reported by Deputy Prime Minister Marat Khusnullin.
“FRT was created to address tasks related to the socio-economic development of regions and to improve the quality of life of people. Therefore, having extensive experience in the housing and utilities sector, it acts as a coordinator for communal services renewal projects in the reunited regions. To date, with the assistance of FRT, 800 facilities have been repaired and constructed, including about 830 km of utility networks. And despite the large amount of work done and the difficult situation, it faces the task of continuing this large-scale work. First of all, to ensure conditions for meeting the daily needs of citizens and to create groundwork for the long-term development of regions. For this, we have developed detailed industry programs for the modernization and development of communal services with each of the four regions, because the networks and main structures have severely deteriorated over years without maintenance and repair and require systemic renewal,” said Marat Khusnullin.
The Deputy Prime Minister added that the Ministry of Construction and the Territorial Development Fund JSC participated in the drafting of the documents.
“Active restoration of the reunified regions continues. A fundamental part of this work is the creation of a reliable engineering infrastructure system and the modernization of the utilities sector. Updating life-support systems and energy generation networks is a necessary condition for the uninterrupted operation of enterprises, social facilities, as well as a direct contribution to improving the quality of life for hundreds of thousands of our citizens,” noted Deputy Minister of Construction and Housing and Communal Services Almaz Khusainov.
“Thanks to a comprehensive approach, the entire system is effectively developing – facilities and networks are being put in order, the activities of resource-supplying and managing organizations are being streamlined, major repairs of apartment buildings are conducted under the coordination of the fund, and elevator replacements are underway. Another key task of ours is to be an effective operator of regional development projects implemented with federal support funds under the national project ‘Infrastructure for Life.’ Specifically, this concerns special treasury and treasury infrastructure loans. According to the automated information system of the FRT, more than 320 facilities have already been implemented under the SKK in the reunited subjects,” added Vasily Kupyzin, the General Director of the FRT.
