Deputy Prime Minister Tatyana Golikova spoke at the plenary session “Labor Market: Challenges, Trends, Solutions,” which took place in R online marathon of the federal stage of the All-Russian Employment Fair.

In Moscow, at the MIA “Russia Today” venue, a plenary session “Labor Market: Challenges, Trends, Solutions” took place. Participants included Deputy Prime Minister Tatyana Golikova, Deputy Minister of Industry and Trade Alexey Matushansky, Deputy Minister of Agriculture Ksenia Shevklina, Vice-President of RSPP Viktor Cherepov, Chairman of FNPR Sergey Chernogaev, as well as representatives of Sberbank, “RZD” and “Rostec”. In teleconference mode, venues in Tomsk, Stavropol, Tyumen, and Volgograd joined the session.

“In December, at a meeting of the State Council, the President gave instructions on the preparation of a strategy for ensuring the economy with personnel and adapting the labor market to technological changes until 2036. This is an ambitious task, and the document must be ready by December 1. We involved all participants as much as possible in this process. For the first time, under the instructions of the head of state, an institute of authorized representatives from the regions was created, who will coordinate work on ensuring the economy with personnel. The first phase and training at the platform of the ‘SberUniversity’, ANO ‘Russia – Land of Opportunity’, and RANEPA are already completed,” said Tatyana Golikova.

According to her, Russia is experiencing a record low level of unemployment. Tatyana Golikova added that the number of vacancies on the “Work of Russia” portal has approached almost 2 million.

The most in-demand vacancies in the Russian labor market at the moment are engineers, industrial enterprise workers, machine operators, and agricultural workers.

“Almost every fifth vacancy, or even more, is in processing; here we traditionally have qualified workers, engineering personnel,” machine operators. “In second place in demand are the industries of agriculture, construction, transport and logistics, housing and communal services. In third place came such industries as healthcare, education, social services,” noted the vice-premier.

The Deputy Prime Minister emphasized that it is extremely important to monitor the trends forming in the labor market and to assess their prospects.

“If we talk about the portrait of an employed person, the average age of an employed person as of today is 44 years. These are administrative data from the Social Fund. Age dynamics vary by industries. The social sphere shows higher and average ages, while processing shows lower,” said Tatyana Golikova.

She noted that in conditions of high demand for personnel, young people are the main workforce.

“Our main focus is on education – on whom and how we prepare, how much graduates correspond to technological challenges: artificial intelligence, robotization, remote employment,” emphasized the deputy prime minister.

At the session, representatives of industry departments, industrial enterprises, and regions discussed a wide range of personnel issues – from regional practices and support for participants in the special military operation to the digitalization of production and training of specialists of the new profile.

The All-Russian Employment Fair has been held since 2023 by order of the President, and from 2025 it is included in the national project “Personnel.”

The federal stage of the fair simultaneously took place at 2 thousand sites with the participation of 20 thousand employers. Within the framework of the online marathon, three sessions were held in 13 cities: in Novosibirsk they spoke about personnel for technological leadership, in Moscow – about the development of the labor market and the national project “Personnel”, in Krasnodar Krai – about the employment of graduates and youth.

The organizer of the fair is the Ministry of Labor with the participation of RSPP, FNP, the Ministry of Education and Science, the Ministry of Industry and Trade, Rostru, and with the support of ANO “National Priorities”.
