Deputy Prime Minister Tatyana Golikova held another meeting of the Russian Trilateral Commission on the Regulation of Social and Labor Relations.

At the meeting, the members of the RTC considered and approved a draft of recommendations for employers on employment, labor adaptation, social support, and professional development of combat veterans who participated in the special military operation and contributed to the fulfillment of its tasks.

The project was prepared on the instructions of the President of Russia Vladimir Putin with the participation of all-Russian trade union associations and employers, as well as the National Council under the President of Russia on professional qualifications. The recommendations take into account the provisions of legislation on the preservation of the workplace, employment, adaptation, and professional development of participants in the special military operation.Thus, the recommended translation of military specialties and combat experience into civilian qualifications when forming job profiles, evaluation of professional risks considering health limitations, including disability, use of mentoring mechanisms. The main task of the recommendations is to assist employers in employment, professional, social, and labor adaptation, integration into labor collectives, as well as the professional development of participants in the special military operation.

The preparation of the recommendations utilized the best regional practices, as well as the results of a survey of employers regarding the support form for participants of the Special Military Operation and members of their families, conducted among the member organizations of the RSPP.

In addition, the ILO parties have considered and approved a draft recommendation for employers on the development of career trajectories for workers aged over 50, including based on professional retraining or upgrading qualifications programs, including mastering digital skills by them.

Recommendations were prepared with the aim of assisting employers in supporting workers over 50 years old, based on social partnership, and include provisions for the formation of career trajectories. Thus, regulation of labor intensity, working and rest times, combining main and additional work within standard working hours, support and development of professional level, including acquiring new knowledge, are recommended.It is proposed to use to a greater extent rich professional experience and deep industry knowledge, developed communication skills, the ability for strategic thinking, high responsibility, discipline, and stable work behavior.

Recommendations are addressed to the founders of organizations, the highest collegiate and sole management bodies of organizations, representatives of trade unions, as well as to all those involved in forming career trajectories for workers aged over 50.

Measures provided for by the recommendations can be used for the development or clarification of personnel policy measures by organizations of all forms of ownership and industry affiliation, as well as for inclusion in collective agreements, agreements, local regulatory acts, personnel development programs, and other documents.

Recommendations will be sent to regional third-party commissions, and monitoring of their implementation will be carried out on an ongoing basis.

Draft resolution of the Government of the Russian Federation “On amendments to the resolution of the Government of the Russian Federation dated August 13, 2013 No. 693”;

Draft resolution of the Government of the Russian Federation “On Amendments to the Resolution of the Government of the Russian Federation dated December 20, 2024 No. 1837”.
