3. On the draft federal law “On the support of the development of technology and artificial intelligence in the Russian Federation”
The bill is aimed at creating legal conditions for the accelerated development and implementation of artificial intelligence and ensuring state technological sovereignty.
Government Decision:
Approve the draft federal law “On the support of the development of technologies and artificial intelligence in the Russian Federation” and submit it to the State Duma in the established manner.
4. On the draft amendments of the Government of the Russian Federation to the draft federal law No. 1120723-8 “On amendments to the Criminal Code of the Russian Federation and the Criminal Procedure Code of the Russian Federation”
The draft amendment is aimed at establishing the possibility of bringing criminal liability for violating the requirements for providing mobile radiotelephone services to a foreign citizen and a stateless person.
Government Decision:
Approve the draft government amendments of the Russian Federation to draft federal law No. 1120723–8 “On Amendments to the Criminal Code of the Russian Federation and the Criminal Procedure Code of the Russian Federation” and submit it to the State Duma in the prescribed manner.

In the allocation to the Ministry of Agriculture of Russia in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations for the provision from the federal budget of subsidies to Russian credit organizations and the state development corporation “VEB.RF” to compensate for the shortfall in revenues on loans issued to agricultural producers (excluding agricultural credit consumer cooperatives), organizations and individual entrepreneurs engaged in the production, primary and (or) subsequent (industrial) processing of agricultural products and implementation, production of veterinary drugs, feed and food additives, enzyme preparations, at a preferential rate

In the allocation of the Ministry of Digital Development of Russia in 2026 from the reserve fund of the Government of the Russian Federation, budgetary appropriations for the provision from the federal budget of subsidies to Russian credit organizations, international financial organizationsand the state development corporation “VEB.RF” for the compensation of income not received from loans issued to agricultural producers (excluding agricultural credit consumer cooperatives), organizations and individual entrepreneurs engaged in the production, primary and/or subsequent (industrial) processing of agricultural products and their sale, at a preferential rate

7. In the allocation to Rosselkhoznadzor in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations for the implementation of measures to implement a set of measures to improve the reliability of the Federal State Information System in the field of veterinary medicine by modifying the architecture of its specialized and applied software, as well as to improve the level of cybersecurity through the introduction of an integrated information security assurance system at the data processing center

10. On the introduction of amendments to the resolution of the Government of the Russian Federation dated July 30, 2004ода №401 (as part of the amendments to the Regulation on the Federal Service for Ecological, Technological, and Atomic Supervision)
The draft resolution is aimed at clarifying the features of industrial safety regulation during the organization and conduct of welding works at hazardous production facilities.
