Systematic work on the modernization of housing and communal services is underway in Russia. For these purposes, funds from the infrastructural budget, special treasury and treasury infrastructural loans are used. To date, 669 housing and communal services facilities have been put into operation, including the renewal of more than 2.1 thousand kilometers of engineering networks.””Since 2021, financing for 1,667 projects and activities in the field of engineering and communal infrastructure has been approved through the infrastructure budget, special treasury and treasury infrastructure loans for a total amount of 689.8 billion rubles,” said Marat Khusnullin.

The program curator is the Ministry of Construction, and the operator is the Territorial Development Fund.

The General Director of the Territorial Development Fund, Vasily Kupyzin, noted that the FRT supports the implementation of projects at all stages – from the approval of applications to the commissioning of facilities.

“Our task is for every facility built with the involvement of infrastructure loans to serve the benefit of people: providing heat, water, and comfort. Thanks to well-coordinated work with the regions, we see gradual changes in cities and towns. Since the beginning of 2026, 18 facilities and events have been completed. These include the construction of a turnkey block-modular boiler house in the Sysolsky District of the Komi Republic, as well as the connection of heat networks in Irkutsk.”Active design and construction are underway for the main water pipeline Chirkey – Malachkala – Caspian in Dagestan, construction of the water treatment station “Yuzhnaya” in Nizhny Tagil, as well as reconstruction of sewage treatment facilities in Chelyabinsk,” reported Vasily Kupyzin.
