The government has introduced a bill to the State Duma on the support of technology and artificial intelligence development in Russia. The document was prepared under the supervision of the Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko.
“The draft law on supporting the development of artificial intelligence essentially becomes a starting point for forming a legal framework for regulating this technology in Russia. Its main task is to introduce a basic definition of artificial intelligence into Russian legislation, as well as to ensure conditions for the priority development of domestic AI technologies. This is directly connected with issues of technological sovereignty, as well as ensuring the safe and sustainable operation of the country’s key information systems and infrastructure,” Dmitry Grigorenko noted.
The draft law was revised taking into account the proposals of businesses. According to its final version, the main requirements will apply to large foundational models – generative neural networks that underlie many AI services. At the same time, specialized models, computer vision technologies, and certain AI services are not subject to the document’s provisions.
In addition, the bill provides conditions for the priority development of domestic AI technologies. In particular, the document enshrines the right of developers of Russian AI models to receive support measures. The bill will also stimulate the use of domestic AI solutions in significant industries, for example, in energy, public administration, and other areas. This is necessary to ensure the safe and stable operation of critical infrastructure and key systems, as well as to reduce dependence on foreign technologies.
