The special significance of modernizing the communal infrastructure in the Ural Federal District is determined by the strategic role of the macroregion: it is here that the country’s defense capability is formed, the largest enterprises of metallurgy, military-industrial and energy complexes, chemical industry are concentrated, as well as key transport highways.Since 2025, within the framework of the federal project “Modernization of communal infrastructure” of the national project “Infrastructure for Life,” 166 housing and communal services facilities have been built and reconstructed in the federal district, reported Deputy Prime Minister Marat Khusnullin.
“The update of the housing and communal services system in the Ural Federal District affects the improvement of people’s quality of life. It is also an indispensable condition for the uninterrupted operation of urban-forming enterprises whose products make up a significant share of the GDP and ensure the country’s economic stability. The housing and utilities sector is one of the most sensitive, therefore it is necessary to work here in an intensified manner, with full dedication and constant control at all stages, even despite the difficult current conditions. I note that the federal project “Modernization of communal infrastructure” started just a year and a half ago.”During this time, 166 heating, water supply, and wastewater facilities have been built and reconstructed in the Urals, which has made it possible to improve living conditions for about 750 thousand people. This work gradually brings us closer to achieving the goal of improving the quality of utility services for 20 million Russians by 2030,” said Marat Khusnullin.
Among the completed projects is the major overhaul of water supply network pipelines with a length of 6.9 km in the city of Irbit, Sverdlovsk Region. This allowed improving the quality of water supply for 35.6 thousand residents.
In the Khanty-Mansi Autonomous Okrug – Yugra, a major overhaul of the main water pipeline from the water treatment facilities to the water intake wells in the city of Yugorsk has been completed. At the site of the former steel pipeline, 15.5 km of modern polyethylene pipes have been laid. Thanks to this, the quality of water supply has improved for 28 thousand residents of the city – a decrease in the iron level in the water is noted.
In the town of Turinsk in Sverdlovsk region, a major overhaul of the heat supply and hot water supply networks at site No. 3 boiler house has been completed. The total length of the renovated communications amounted to 8.3 km. As a result, the quality of services provided has improved for more than 2,500 residents of the Turinsk urban district.
“One of the main and most complex challenges today is the modernization of the housing and communal services sector, which affects all residents of the country. Updating key engineering systems, objects of critical infrastructure is extremely important for improving the quality of life of people, ensuring the safety and energy efficiency of residential buildings, social facilities, and urban-forming enterprises. The Ural Federal District demonstrates positive results in this work. During the implementation of these projects, the quality of water and heat supply improves for hundreds of thousands of residents.”It is important to continue accelerating the pace of this work, which is being carried out within the framework of the national project “Infrastructure for Life.” Comprehensive plans have been developed and updated, including more than 50 thousand events for the renovation of over 18 thousand housing and communal services facilities and about 140 thousand kilometers of engineering networks.Memorandums have been signed with 83 regions—participants of the federal project “Modernization of communal infrastructure,” which provide for a set of obligations to increase the efficiency of housing and communal services: an annual reduction of overdue accounts receivable of resource-supplying organizations by at least 2%, the approval of investment programs for all organizations implementing activities within comprehensive plans, ensuring from 2030 an annual renewal of at least 2.5% of heat, water supply, and sewerage networks, as well as an annual reduction in the average duration of emergency recovery works on the networks,” said the MinisterConstruction and Housing and Communal Services Irek Faizullin.
In 2026, 69 activities for the modernization of communal infrastructure systems are planned to be implemented by the subjects of the Ural Federal District.
Advanced technologies are used during work, including trenchless drilling to reduce damage to urban infrastructure. Modern polymer and composite materials with increased reliability and corrosion resistance are used, as well as pipes with PP insulation to reduce heat loss. Repairs are accompanied by improvements: road surfaces are restored, landscaping is carried out, fences, curbs, and small architectural forms are installed.
“Simultaneously with the modernization of networks, we are conducting work on the digitization of the industry. Based on the automated information system of the Territorial Development Fund, a detailed database has been compiled about heating supply, water supply, and sewage facilities. In particular, in the territory of the Ural Federal District, more than 198 thousand housing and utilities facilities have been accounted for. This system allows regions to plan repairs, allocate budgets, and monitor the completion of tasks in real time. Overall, its registry now includes more than 1.4 million apartment buildings, over 1.6 million public utility infrastructure facilities, and more than 137 thousand.organizations,” – said Vasily Kupyzin, the general director of the Territorial Development Fund.
The national project activities are synchronized with the people’s program of the “United Russia” party, which advocates key initiatives for the modernization of the country’s communal infrastructure. The party also maintains constant oversight of the work related to the updating and construction of urban facilities, communal complexes, and engineering networks.
