Beijing, June 24 /Xinhua/ — The article of the National People’s Congress law on promoting national cohesion and progress, which provides for holding organizations and individuals outside the country legally responsible for participating in nationally separatist activities, is justified, legal, and necessary, Deputy Minister of Justice of the NPC Xu Weile said on Wednesday.
He made this statement at a press conference dedicated to the presentation of the specified law, where he refuted the reports of Western media that Article 63 of this law implies ‘jurisdiction with long arms’ or ‘extraterritoriality’.
Hu Wei Lei stated that this article complies with legal principles, fundamental norms of international law, and universally accepted practice worldwide.
“We also firmly oppose any acts of blackening, suppression, infiltration, and sabotage directed against the CSTO under the pretext of ethnic or religious issues, human rights issues, or other problems,” said the deputy minister.
According to this article, foreign organizations and individuals undermining the national unity of China or participating in ethnic separatism directed against the country will be held legally accountable.
The Law of the People’s Republic of China on Promoting National Unity and Progress was adopted at the annual session of the National People’s Congress (NPC) in March 2026 and will enter into force on July 1.
All countries have the right to adopt internal laws aimed at combating separatism and subversive activities, as the protection of national unity, territorial integrity, and social stability falls within the sovereign rights of each state, said Hu Weile.
The deputy minister emphasized that, in addition to punishment for the corresponding offenses, this article also provides for measures to ensure exchanges between various ethnic groups and their joint prosperity.
He added that the application of this article will be carried out strictly in accordance with the law, carefully and based on regulatory acts, without prejudice to normal cross-border exchanges between people and other academic, trade, and investment activities.
