A strategy for the development of the digital platform segment, including with government participation, will be developed in Russia. The order was given by the Chairman of the Government Mikhail Mishustin.
In the work on the document, which should be prepared by the beginning of February 2027, 11 federal ministries and the Russian Export Center will participate. They are tasked with presenting proposals on priority areas for the platformization of supervised sectors and industries, formed taking into account expected economic effects and the assessment of the impact on labor productivity growth.
The initiatives will be developed by the Ministry of Economic Development and the Ministry of Digital Development. Among other tasks, they will need to prioritize the creation of digital platforms in specific sectors of the economy with state participation, including determining the list of economic sectors where state participation can be especially effective.
In the process of developing the strategy, general requirements must be defined, including requirements for data types, the platforms used, the typical architecture of digital platforms, information security at the data level, as well as the use of artificial intelligence platforms.
In addition, as part of the work on the strategy, monitoring of the use of digital platforms will be organized. Based on this, the Government will provide an annual analytical report containing information on the demand for such platforms and the economic effect of their use, including the impact on GDP, inflation, employment, and retail trade. This work will be carried out by the Higher School of Economics, the Ministry of Economic Development, and Rosstat in cooperation with the Expert Council under the Government. The deadline for submission of the report is December 1, 2026, and thereafter annually until December 1, 2028.
The strategic session on the development of the digital platform was held on June 2. Mikhail Mishustin noted in his speech that the turnover of goods and services through various marketplaces and electronic services already accounts for more than 5% of the country’s gross domestic product.
According to him, such platforms are becoming an increasingly significant channel for sales and service provision. In addition, a new type of employment is emerging – about 16% of citizens regularly or periodically work through platforms.
“It is important to protect the interests of all participants in such processes – both users and those who provide these services. Clear and uniform requirements for data protection in circulation are necessary – for the reliable protection of personal and commercial information,” noted the Chairman of the Government.
