Financial News: Assessment of Banks’ Resilience to Transitional Climate Risks: Advisory Report of the Bank of Russia.

The Bank of Russia is putting forward for public discussion a draft of recommendations for banks to conduct stress testing of risks related to the gradual abandonment by many countries of fossil fuels and the transition to renewable energy sources. Potentially, this could create new trade barriers for Russian export goods.

Stress-testing will allow assessing the resilience of banks’ credit portfolios to various climate risks, as well as identifying borrowers and sectors that are most sensitive to them. This will give banks the opportunity to proactively adapt their strategies, portfolio structures, and approaches to interaction with clients. As a result, the overall financial system stability will improve.

The Bank of Russia plans to develop and present macro scenarios to banks for conducting stress testing. The basic scenario currently assumes that no new climate policy measures will be introduced, and technological innovations will be implemented slowly. In the stress scenario, climate policy measures gradually intensify, leading to an accelerated global phase-out of hydrocarbons.
