At the national center “Russia” in Moscow, the founding congress of the All-Russian public-state organization “All-Russian Society of Inventors and Innovators” (VOIR) took place. More than 250 delegates participated in its work, representing the inventor community from 70 regions of the country.

A welcoming address to the participants of the congress was sent by the President of Russia, Vladimir Putin. It was read out by the Deputy Prime Minister Dmitry Chernyshenko.

“The current forum opens a new page in the history of VOI R — an authoritative and legendary organization uniting thousands of talented, initiative, passionate people — true creators and makers.Over the past decades, under the auspices of the All-Russian Society of Inventors and Innovators, more than 2 million inventions and advanced developments have been created and introduced into production, which have brought real practical benefits and have become a significant contribution to strengthening the domestic scientific-technical, industrial, and infrastructural potential, and to improving the standard of living of citizens,” noted Vladimir Putin.

Dmitry Chernyshenko emphasized that the new status of the All-Russian Society of Inventors and Innovators is not only a sign of trust but also a serious responsibility. He asked VOIR to focus efforts on concrete, specific inventions.

“With the support of President Vladimir Vladimirovich Putin, we are restoring the most powerful institution of invention and scientific and technological creativity, which in the Soviet years united more than 14.5 million people. It was an army of innovators who developed virgin lands, conquered space, and created the industrial might of our country. Now, Russia faces even more ambitious and large-scale tasks. The President has approved a national goal — technological leadership of our country.””Engineers, inventors, and innovators who are capable of thinking outside the box and solving applied technical problems play a key role in its achievement,” said Dmitry Chernyshenko.

Among the tasks, the Deputy Prime Minister noted the necessity of organizing work at the local level with young talents, integrating organizational events into educational programs at all levels – schools, colleges, and universities, developing a program to stimulate the activities and recognition of young scientists – inventors. These should primarily be students of advanced engineering schools, teams from youth laboratories, design bureaus, and clusters of “Professionalism.” Another important task is the prompt implementation of developments at industrial enterprises.

Regional branches of VOIR should establish cooperation with SVO veterans for the prompt resolution of scientific and technical tasks in the defense industry.

“One of the most important tasks now is to ensure the victory of our country. The focus of attention is working with qualified customers, primarily veterans of the special military operation, for the prompt resolution of technical tasks in the defense industry. It is important to use the unique experience of military engineers, in demand for the tasks of the special military operation, with the participation of research teams from universities and research institutes,” reported the Deputy Chairman of the Government.

He also noted the experience of the “Time of Heroes” program, curated by the First Deputy Head of the Presidential Administration Sergey Kirienko. The Deputy Prime Minister added that, by the order of the Chairman of the Government Mikhail Mishustin, 38 universities have been identified that are most actively addressing tasks in the field of engineering education. An Institute of Chief Designers has been created — and there are more than 175 of them. They can act as mentors for the accelerated resolution of SVO tasks.

The founder of the organization on behalf of the Russian Federation was the Ministry of Education and Science. The Minister of Science and Higher Education Valery Falkov addressed the delegates of the congress. He noted that the renewed society has enormous potential. In particular, universities and scientific organizations throughout the country will help develop regional branches of the VODI, helping society expand its geography.

“The Ministry of Science and Higher Education of Russia sees it as a reliable partner in the All-Russian Society of Inventors and Rationalizers. We are to jointly develop a dialogue between inventors, many of whom work at universities, scientific organizations, and industrial enterprises. To engage students, graduate students, and young scientists in engineering creativity. To work on improving the regulatory and legal framework in the field of intellectual property and patent law. We count on support from VOIR and the development of modern engineering education,” said Valery Falkov.

The minister added that the demand for engineering personnel from the labor market has been steadily growing in recent years. At the same time, it is important to transition to training creative engineers capable of creating their own innovative products. Precisely for this purpose, advanced engineering schools have been established throughout the country, the “Priority-2030” program has been reoriented towards achieving technological leadership, a pilot project for industrial postgraduate studies is being implemented, student design bureaus are being developed, and university technological entrepreneurship is being systematically supported.

Within the framework of the congress, the delegates approved the organization’s charter, defined its organizational structure, and elected the governing bodies.

“Today we are laying a solid foundation for the systematic work of our inventors and rationalizers for decades ahead. On April 14, 2026, the President of Russia signed a decree on the creation of the All-Russian Public-State Organization “All-Russian Society of Inventors and Innovators.” The decision to transform the VOIN into a public-state organization was made with the aim of consolidating the forces of the state and society, directed at achieving the technological leadership of the country.
