Dear friends!
I am pleased to welcome participants, guests, and organizers of the VI Forum of Large Families “Large Family Russia.”
Family and demographic policy is one of the most significant and long-term development tasks of our country. Today, it is not just about improving individual support measures, but about forming a comprehensive system that accompanies the family at various stages of life: at the birth of children, in matters of health, education and employment, improving housing conditions, organizing leisure, upbringing and child development.
In Russia, the national project “Family” is being implemented, the Strategy of Actions for the Implementation of Family and Demographic Policy, supporting large families until 2036, has been approved. These documents set an important guideline: help for families should be targeted, clear, timely, and genuinely effective in the interests of people.
We pay special attention to large families. Since 2019, their number in Russia has grown one and a half times. Today, there are almost 2.9 million large families in our country, where about 9.5 million children are being raised. By Presidential decree, a unified status of a large family was established, a single-format certificate was introduced, and a database of large families was created. The agency works with the regions to coordinate the provision of support measures to large families regardless of need.
Restrictions on accounting for periods of leave to care for a child up to one and a half years of age have been removed for parents with many children. In terms of the level of social support, women who have the title “Mother-Heroine” are equated with Heroes of Labor.
It is precisely by the example of large families that we especially see that any support measure must take into account the real life of the family: different ages of children, parents’ employment, housing issues, and expenses for education, treatment, transportation, recreation, the need to combine professional realization with raising children.
Therefore, it is especially important for us to have a dialogue with the parent community, public organizations, and regions. It is precisely through such a dialogue that it becomes clear which solutions are already working effectively, which require adjustments, where interagency coordination is needed, and where support for best practices arising at the local level is necessary.
The “Large Family Russia” forum has become such a platform over these years—a space for practical conversation about the life of large families. It is important that the forum presents the large family through the prism of creation. A large family is a school of responsibility, mutual support, care, respect for elders, attention, and love for the younger ones.
I am confident that the proposals developed at the forum will be useful for the further development of measures to support families with children, increasing their targeting and effectiveness, and the dissemination of successful regional and public practices.
