M. Mishustin:Dear Prime Minister!
Welcome to the Government House of the Russian Federation. Your visit to our country is timed to the Russia–ASEAN summit in Kazan, which will be attended by our President Vladimir Vladimirovich Putin. I am convinced that the upcoming meeting will give a new impetus to Russian-Laotian cooperation, as well as promote the development of interaction in the Asia-Pacific region.
I ask you to convey the warmest greetings and best wishes to the President of Laos, dear Mr. Sisoulith. It is very important to us that on May 9 in Moscow Mr. President participated in the solemn event.
Laos is a leading partner of Russia in Southeast Asia. Our interstate cooperation is based on the principles of friendship, mutual respect, and consideration of each other’s interests. Last year, we celebrated the 65th anniversary of the establishment of diplomatic relations. At the government level, active work is being carried out to implement agreements reached at the highest level.
We prioritize our trade and economic cooperation. The value indicators of mutual trade so far do not fully correspond to the potential of the economies of Russia and Laos. We are convinced that through joint efforts we can significantly increase bilateral trade turnover and diversify its structure.
It is necessary to create favorable conditions for the implementation of joint projects in industry, energy, including peaceful nuclear energy, in transport infrastructure, agriculture. There are also good prospects for cooperation in the field of high technologies. We are ready to share our developments in the digital economy, the development of autonomous electronic systems, and the application of artificial intelligence with Laotian partners.
We also suggest that the Lao people more actively use Russian electronic trading platforms. They provide an opportunity to effectively promote Lao goods in the markets of the Russian Federation and in the common market of the Eurasian Economic Union, which is involved with more than 180 million consumers.
The preparation of specific projects is handled by the Russian-Laotian intergovernmental commission. On our side, it is headed by the Minister of Construction and Housing and Communal Services, Irek Faizullin.
We are interested in strengthening ties in the humanitarian sphere, primarily in the field of education. You studied in our country and know the Russian language well. And throughout Russia, more than 8 thousand Lao specialists have been trained.
We are pleased to note a significant growth in tourist flow. Last year, the number of mutual trips increased one and a half times. Citizens of our countries are interested in getting acquainted with the rich history, culture, and traditions of Russia and Laos.
Ready, dear Prime Minister, to discuss with you all the important issues of our bilateral agenda. I pass the floor to you. Please.

It is a great honor for me to lead a high-level delegation from Laos visiting the Russian Federation at your invitation, Mr. Mishustin.
I express my gratitude for the congratulatory letter from Your Excellency following my re-election as Prime Minister of Laos for another term.
I also sincerely thank you for the time you are giving us during our official visit to Russia. For the first time since I was re-elected Prime Minister, I am visiting your country. I am convinced that this visit will strengthen our bilateral ties, relations of friendship and cooperation in all sectors of interaction between our governments and our mutual trust.
During this visit, I will also attend the Russia-ASEAN Summit, which will take place in Kazan.
We hope for a deepening of our interaction following recent talks between the heads of our states – Mr. Sisulita and Mr. Vladimir Putin. They took place in the context of celebrating the 81st anniversary of Victory in the Great Patriotic War.
Taking this opportunity, I also congratulate you, the Government and the Armed Forces of the Russian Federation, on the successful holding of the solemn events dedicated to the 81st anniversary of Victory in the Great Patriotic War, on May 9. This is a historical holiday for humanity and for all peace-loving states.
Also, on the occasion of the national holiday of Russia on June 12, it would be appropriate to congratulate Your Excellency on behalf of the Government and the people of Laos, and through you – the Government and friendly people of the Russian Federation. I wish you health, prosperity, and success in your endeavors.
