In the Government Office, a 100 percent execution discipline has been achieved by increasing the speed of document processing and comprehensive optimization of internal processes. This result is the outcome of the implementation of document workflow optimization measures, carried out under the leadership of the Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko. This was discussed at the expert session “How to implement process optimization in government bodies” within the framework of the St. Petersburg International Economic Forum.
Since 2026, a systemic optimization across 11 key areas has been implemented in federal executive bodies, taking into account the experience of the Government Apparatus — from the preparation and publication of bills and regulations to material, technical, and socio-domestic support. Optimization work is being carried out in 50 executive authorities.
As a result of project implementation, significant indicators have been achieved. For example, in one of the ministries, the registration of duplicate paper correspondence has been reduced by 50%, the volume of paper document flow has been decreased by 86%, and internal document flow by 81%.
“The optimization project has significantly improved the functioning of the government apparatus. The transformations carried out have already reflected on the quality of public services: the time for provision has noticeably decreased, online services for citizens have been substantially expanded, and management decisions are now made more promptly,” Dmitry Grigorenko previously noted.
An expert session supported by the Analytical Center under the Government and the National Research University Higher School of Economics was dedicated to issues of improving the efficiency of public administration and implementing tools to optimize work processes in providing high-quality public services, including in the regions of Russia. Participants discussed modern approaches to management, the introduction of measurable performance indicators, and practices for enhancing the effectiveness of government bodies.
In particular, Alexander Buryak, director of the Government Consolidated Analytical Department, presented the mechanisms of systemic optimization. According to him, today the task for government authorities is to eliminate unnecessary work. For this purpose, four universal metrics were implemented in the Government Apparatus and 50 FOIVs: excessive documents, paper documents, manual data entry (clicks), unnecessary approvals.
