China Proposes Action Plan to Stimulate Entrepreneurship

Beijing, June 11 /Xinhua/ — China has announced an action plan to stimulate original entrepreneurship models and provide targeted assistance to startups in defining their market positions.

In a circular published on Dnipro by the Ministry of Human Resources and Social Security of the CNL and three other departments, it is stated that by 2028 the political system supporting original business models will be gradually improved, and the ecosystem for startups will be even more optimized.Speech primarily concerns further disclosure of the role of four models that integrate scientific-technological achievements, results of industrial development, professional skills, and population needs into entrepreneurship, in order to, in particular, ensure a greater number of jobs through entrepreneurship.

In the plan for the implementation of scientific and technological achievements in entrepreneurship, the circular provides for such specific measures as support for researchers at the university, the research institute, and state institutions in the creation of scientific and technological companies, including providing them with leave with job retention, as well as the creation of a permanent mechanism ensuring the alignment of scientific research results with market demand.

Regarding industrial development, the document proposes creating more effective support systems for promising small and medium-sized enterprises, encouraging rural areas to develop supply chains and production with local specificity, as well as calling on labor migrants with business experience to return to their hometowns and, using local resources, open their own businesses.

According to the circular, multi-level programs for the development of entrepreneurial skills will be conducted in the country, the training of a new generation of qualified entrepreneurs will be expanded, and a number of brands of service employment will also be cultivated.

From the point of view of the population’s life needs, the document proposes expanding services for the elderly and children. It encourages entrepreneurs to meet the demand for home care services for the sick, as well as to open workshops, everyday goods stores, vegetable markets, and other fresh produce markets in residential complexes.
