The Bank of Russia proposes to increase the requirements for the minimum capital size of banks with a universal license from 1 billion to 3 billion rubles, and for banks with a basic license from 0.3 billion to 1 billion rubles. The requirements for the minimum capital size of banks have not changed since their establishment in 2018. During this time, the scale of banking business has significantly grown, operations have become more complex, and there has been a need for greater investment in information technologies.
For active banks, the new requirements are proposed to be introduced gradually during 2028–2030 according to the following schedule:

New banks that receive a license after 01.01.2028 will be required to immediately comply with the target requirements of 2030.
At the same time, the Bank of Russia assesses the feasibility of special conditions for credit organizations – participants of banking groups. In particular, the option of establishing a minimum capital requirement of 3 billion rubles only for the head credit organization of the banking group is considered. At the solo level, new requirements for banks – group participants in this option will not be applied.
In the first half of 2027, it is planned to prepare the necessary amendments to the law “On banks and banking activities” so that the new requirements come into force from January 1, 2028.
Moreover, if banks confirm their readiness to form associations based on the “Alliance” model, the Bank of Russia is ready to discuss the possibility of applying a special regime for its participants. To do this, it is necessary to thoroughly develop the legal basis for such associations, which will require active involvement of representatives of the banking community.
