Doctrine of Russia’s Food Security: GSOM at the Meeting in the Federation Council

A GUU employee took part in the discussion of the implementation of the updated Food Security Doctrine of Russia, organized by the Committee of the Federation Council on Agrarian and Food Policy and Environmental Management.

The meeting was held under the leadership of Deputy Chairman of the Committee Egor Borisov.

The event was attended by the Deputy Minister of Agriculture of the Russian Federation Maksim Borovoy, the Deputy Head of the Rosselkhoznadzor Roman Miloradov; the Director of the Department for Coordination of Activities of Organizations in the Field of Agricultural Sciences of the Ministry of Science and Higher Education Vugar Bagirov, representatives of the Ministry of Industry and Trade, sectoral unions and associations, enterprises of agricultural and food engineering, scientific and educational institutions.

The State University of Management was represented at the meeting by the Deputy Head of the Project Management Department, Ekaterina Khalimon.

Opening the meeting, Egor Borisov emphasized that “food security is one of the main directions for ensuring the sustainable development of the country in the long term and an indispensable condition for the implementation of the strategic national priority – improving the quality of life of Russian citizens.” The senator recalled that by the Decree of the President of the Russian Federation dated January 21, 2020, No. 20, the Doctrine of Food Security of Russia was approved, and by the order of the Government of the Russian Federation dated June 9, 2020, No. 1516-r, a roadmap for the implementation of its provisions was approved.

In the report, it was noted that the implementation of the updated Doctrine is proceeding successfully, however, certain areas require serious measures to be taken. In particular, problems of food security in regions and the establishment of logistics, transport infrastructure, non-compliant quality of products imported into Russia, insufficient quantity of domestic agricultural machinery, and growth of unprofitable enterprises in the agro-industrial complex were highlighted.

Participants of the meeting agreed that in order to achieve full food sovereignty, it is necessary to develop domestic breeding, modernize agricultural infrastructure, and secure accessible financial resources (preferential lending and grants with a low barrier to entry for small and medium-sized enterprises).
