According to Dmitry Medvedev, quite a few ideas and decisions, having undergone approval in the capital, are then successfully replicated in other regions.
“This concerns the broadest range of public services, urban improvement, the transportation sector, as well as numerous well-established digital services and platforms that simply help people live and achieve goals, simplify access, naturally, to medical services, the education system, achievements of our culture,” said Dmitry Medvedev.
These achievements, which make everyday life more comfortable, are the result of the work of the Moscow Government and Sergey Sobyanin.
“Such results, beyond any doubt, are an achievement of the Moscow team. Sergey Semenovich is present here, they are heavily involved in this. For obvious reasons, we are simply obliged to spread the best practices and the Moscow experience throughout our entire territory,” Dmitry Medvedev noted.
According to him, this is the very task that the “United Russia” party has been addressing in recent years. The dissemination of best practices serves the fulfillment of one of the key tasks set by the President of Russia: to minimize the vital disparity between the country’s territories. All the resources and capabilities that the modern era provides must be made accessible to Russians regardless of their place of residence.
“The task is ambitious, quite challenging, but overall achievable. This was precisely what our 2021 program was dedicated to, based on the principle of a ‘state for the person’,” noted Dmitry Medvedev.
The program began to be implemented under the conditions of the coronavirus pandemic and was then repeatedly transformed taking into account new challenges, such as sanction pressure. However, at the present time, it fully corresponds to the national development goals. Moreover, significant results have been achieved in various areas, related, in particular, to social support.
“The principle of ‘state for the people’ is truly being implemented in all directions: in large-scale events, as well as in targeted, specific solutions. And most importantly, they really bring results, which is what our forum is dedicated to. This concerns social support measures, primarily for families with children, the elderly, veterans and participants of military actions, disabled people, and other categories of citizens who need the country’s assistance. A range of targeted measures, benefits, and payments have been expanded despite difficult financial conditions,” Dmitry Medvedev said.
Special attention is given to supporting participants of the special military operation and their families. In Russia, a comprehensive system of care for military personnel has been established, designed to help them and ease their adaptation to peaceful life.
“Behind every result stands joint daily work of the executive authority and the party. And to assess the scale of what has been done, let’s remember the conditions under which we started. Five years ago — the pandemic, then sanction pressure, breaks in supply chains, withdrawal of Western companies. Each of these challenges could have been critical. But together with the party we ensured not just stability, but growth. Over five years of joint work, the nominal GDP doubled to 214 trillion rubles. The Russian economy became the fourth largest in the world by purchasing power parity.””The state has received resources for the construction of roads, hospitals, schools, support for families, defense, and security,” said the Deputy Chairman of the Government of the Russian Federation, Alexander Novak.
According to him, investments in fixed capital increased by 35 percent. New factories and production facilities have opened in the region, creating thousands of highly paid jobs. Retail turnover increased by one and a half times. Unemployment decreased by 2.6 times (to a historic minimum), and the poverty level was nearly halved — from 12.1 to 6.7 percent. This is the result of targeted benefits, social contracts, growth of the minimum wage, and support for families with children.
“As Dmitry Anatolyevich noted, the party’s national program is fully synchronized with the goals and objectives set by the national leader, and to achieve this, the Prime Minister has approved a unified plan that includes 121 indicators. It unites all areas of the Government’s work. The key element of the economic bloc is the national project ‘Efficient and Competitive Economy’. Today we understand that to ensure sustainable growth for years ahead, a structural restructuring of the economy itself is necessary. And this is the central task for the coming years.”Responding to the challenges of the new era, we are transitioning from a demand economy to a supply economy,” noted Alexander Novak.
The Deputy Prime Minister of the Russian Federation emphasized that, under the directive of the President of Russia, the government has approved a plan of structural changes to the Russian economy until 2030. It includes seven directions. Among them are the course to increase labor employment of citizens, economic activity of youth, veterans of special military operations, women with children, parents with many children, reduction of business costs, achieving independence in the field of aviation, unmanned systems, microelectronics, and other key industries. Work will also be carried out on the development of international relations and foreign trade settlements.
“Dear colleagues, in the conclusion of the hotel it should be noted that everything achieved together — economic growth, independence from Western technologies, market stability — has become possible thanks to the consolidation of societies. ‘United Russia’ is the political foundation of this stability. The government is ready for further close joint work. The president has set the task to ensure economic growth rates above the global average while maintaining macroeconomic stability,” noted Alexander Novak.
According to him, the work of the united team of the Moscow Government and “United Russia” will allow achieving results on all assigned tasks.
