Denis Manturov at the SPIEF session on chemistry: Resources are always found for important tasks

First Deputy Prime Minister Denis Manturov took part in the SPIEF-2026 session “Chemistry — energy of life.” Participants discussed the development of the chemical complex, implementation of major investment projects, creation of new materials, and ensuring technological leadership in the industry.

Representatives of federal authorities, regions, leading industrial companies, the scientific community, and development institutes participated in the discussion.Among the participants are: Chairman of the Board of Directors of JSC “Roskhim” Igor Rotenberg, Chairman of the Board of PJSC “SIBUR Holding” Mikhail Karisalov, President of the Russian Association of Fertilizer Producers Andrei Guryev, General Director of JSC “Ural Chemical Plant” Dmitry Konyaev, President of the NRC “Kurchatov Institute” Mikhail Kovalchuk, Governor of the Samara Region, Chairman of the Commission Vyacheslav Fedorishchev, Member of the Bureau of the Board of RSPP, Chairman of the RSPP Committee on Ecology and Climate Policy Andrei Melnichenko, Chairman of the Board of Directors of GC “Titan” Mikhail Sutyaginsky.Also participating in the discussion were the Chairman of the Board of Directors of “Polyplastic Group” Lev Gorilovsky, President of “Arnest Management” Alexey Saga, Managing Director of the “Rosnano” Group Denis Bolushevsky, and other industry representatives.

Denis Manturov noted that the chemical complex is one of the basic industries for the development of industry and ensures the production of products for practically all sectors of the economy. Today, the industry accounts for about 11% of the structure of the manufacturing industry and unites more than 700 thousand specialists.

According to the First Deputy Prime Minister, over recent years the Russian chemical industry has undergone significant development — from the restoration of production chains to the formation of its own competencies and expansion into foreign markets.

“We have turned from importers into exporters,” noted Denis Manturov.

The next stage of industry development will be the expansion of production of higher-order products, including small-scale and medium-scale titanium production, new materials, as well as critically important components for industry, pharmaceuticals, cosmetics, and other sectors.

Special attention at the session was paid to the development of mineral fertilizers as one of the key directions of the Russian chemical complex. The industry continues to increase investments, expand the product range, and strengthen positions both in the domestic and international markets.

Denis Manturov emphasized that the state will continue to support priority projects of the chemical industry, using a wide range of support tools – from stimulating research and development to mechanisms of financing the creation of new production.

“Good projects, important tasks are always supported by off-budget resources. The government always provides support,” said the First Deputy Prime Minister.

The development of the chemical industry is carried out, including within the framework of the national project of technological leadership “New Materials and Chemistry.” It is aimed at creating new production chains, reducing dependence on imports of critical products, and increasing the output of high-tech materials.
