The head of Rosavtodor informed the Chairman of the Government about work on the federal route “Russia”, the Azov ring, repair and reconstruction of the country’s backbone road network, the development of the GIS for road fund control, the intelligent road traffic management system, and the introduction of unmanned road traffic control technology. The planning module has been implemented. And it is very indicative that all memorandums with subjects of the Russian Federation on road activities on the regional network in 2026 we concluded in digital format, before that in digital format we compiled all work programs. This is a kind of forward movement in the part of administration, in the part of network management.
Intelligent road traffic management systems are being developed in the subject. 57 subjects are involved in this work. 20 agglomerations have already reached the first level of maturity. And we are analyzing how this affects road traffic safety. In terms of road traffic safety, a module for digitizing the main road network is currently being developed at the SKDF. 22 thousand roads have already been digitized. We are moving forward to analyze the movement of vehicles using neural networks and to create forecasts for the development of accident hotspots.
We have quite significant indicators of reducing accident rates and mortality on the roads – more than 5% over the past year. We are moving towards fulfilling the President’s directive to reduce mortality by one and a half times by 2030. And by two times – by 2035. But we need new methodologies to manage these processes.
The second direction is the organization of activities at construction sites and on road networks by our contracting organizations, which are the executors of these works. Five years ago, the Ministry of Transport together with the Ministry of Industry and Trade began developing domestic variants of road machinery. In Bryansk, asphalt pavers were developed together with our industry community and manufacturers. In Yaroslavl, rollers were developed; in the Vladimir region, in Koloksha, a sufficiently competitive asphalt plant is being assembled, which is actively used today by contracting organizations.
And importantly, we have embarked on the path of organizing unmanned road technology management. Last year, in October, a pilot project for unmanned asphalt paving was launched. The digital platform was developed by our colleagues from a Russian transport university. This allowed us to obtain a grant in the “Priority-2030” project for the development of a further software product aimed at ensuring the operation of a full set of road construction technology operating in robotic mode.And we plan to implement such an experience already in November of this year at one of the enterprises of the Donetsk People’s Republic – “Karansky Quarry.” That is, the technician who services the crushing and sorting complex will operate fully in an automated mode, controlled by a software product developed by a Russian transport university.

Now about the personnel potential. We have been developing the Road Economy Academy at the Russian University of Transport for three years. There have already been three intakes of students. Today we are creating a mentoring system for them. This has already become commonplace for our industry.
In 2025, we took a new step – we opened road classes with the support of the Ministry of Education and our colleagues from the regions. Belgorod residents responded, as well as the Irkutsk region. And today, these road classes methodologically engage in what leads our kids to choose their profession.
Of course, it would be great if the kids on the school bench understood that roads are the foundation of the economy and all social development.
M. Mishustin:I think the guys will be interested to learn more in general about new production, about achievements in industry, about culture, science. And we connect it all with our roads, logistics. This is a serious multiplier for economic growth.
